Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Combined Arms Tactical Trainers (PM CATT), Product Manager Air and Command Tactical Trainers (ACTT), has a requirement to facilitate the following actions/activities: DOD Information Assurance Certification and Accreditation Process (DIACAP) for the Basic Electronics Maintenance Trainer (BEMT); Technical/Hardware refresh and equipment upgrades; BEMT system procurement; Procurement of an Army Enterprise License (AEL) for the Nida software; Procurement of BEMT Configuration Control Boards; facilitate Base Realignment and Closure (BRAC) directed movements of BEMT; and facilitate porting BEMT course content and the Computer Based Electronics Training (CBET) Learning Management System (LMS) to Army Knowledge Online (AKO). The BEMT systems are dependent upon the privately developed proprietary Nida instructional software, copyrighted lessons, technical documentation, proficiency tests, scoring and evaluation software that were developed at Nidas private expense. The interdependence of Nidas proprietary hardware, copyrighted instructional software, and the Armys Programs of Instructions (POIs) makes Nidas privately developed technical data necessary. No other contractors hardware will work with Nidas proprietary instructional software to simulate electronics training and would thus render the existing Army POIs obsolete. ACQUISITION APPROACH: The Government anticipates awarding a Firm Fixed Price (FFP), Time and Materials (T&M) contract in accordance with the Title 10 U.S.C. 2304(c) (1), as cited in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. ESTIMATED DOLLAR VALUE: Approximately $2.8M RESPONSES REQUESTED: This notice is provided to verify that no other sources can meet this requirement given the data necessary for this effort is Nida Corporation proprietary. This notification is provided for Contractors interested in teaming/subcontracting opportunities. DISCLAIMER: This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No funds are available to pay for preparation of responses to this notification.
