- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market survey for a 5.56mm Family of Training Munitions. The Family of Training Munitions shall include blanks (quiet and tactical), colored marking rounds and reduced energy target rounds. Potential training rounds should be compatible with the following characteristics: 1) Weapon System - The candidate rounds must be functional in the M16 family (M16/M4/C7/C8) and FN Herstal (FN) MK16 rifles as well as the M249/MK 46 machine guns. 2) Performance - The blank rounds shall operate in the identified weapons with no blank firing adapters required. The blank rounds shall fully function the weapons without requiring manual cycling. The quiet blank rounds should have a threshold maximum decibel level of 70 dB. The objective maximum decibel level is 55 dB. The tactical blank rounds should have a threshold minimum decibel level of 140 dB and an objective minimum decibel level of 125 dB. The colored marking rounds should be available in at least three colors, should be simple to clean up, should mark on soft surfaces and glancing blows and should provide realistic cycling rates in the weapons in which they are being functioned. The target rounds should provide reduced lethality compared to ball or frangible rounds, should not cause damage to training facilities, should provide less muzzle energy than M862 SRTA round and should provide realistic recoil and cycling rates in the weapons in which they are being functioned. 3) Effective Range - The threshold maximum effective range for the colored marking rounds is 20 feet while the objective maximum effective range is 30 feet. The threshold maximum effective range for the target round is 115 feet while the objective maximum effective range is 160 feet. 4) Minimum Safe Distance - The threshold minimum safe distance for the quiet blank rounds is 6 inches while the objective minimum safe distance is 1 inch. The threshold minimum safe distance for the tactical blank rounds is 36 inches while the objective minimum safe distance is 18 inches. The threshold minimum safe distance for the colored marking round is 10 feet while the objective minimum safe distance is 5 feet. The safety template for the target round shall be less than 350 meters. 5) Accuracy - The threshold accuracy requirement for the colored marking rounds and the target round is 2.5 inches extreme spread at 30 feet while the objective accuracy requirement is 1.5 inches at 30 feet. 6) Safety - Weapons shall not be able to load/fire standard "live" rounds when converted to fire training rounds. Training rounds should be able to be utilized with a minimum of personnel protective equipment (PPE). Expended rounds should not have to be handled as hazardous waste. 7) Applicable Standards - The family of training rounds should be capable of meeting the general requirements of MIL-STD-331, MIL-STD-2105 and/or comparable NATO STANAGs. All interested sources are encouraged to submit company and product literature, references and any other pertinent information for the Government's evaluation. The product information should include system size, weight and construction materials as well as any documented and/or estimated claims against the performance requirements stated above if available. Potential candidates may range from prototype to existing off-the-shelf solutions. The Government will perform a review of the responses and a down selection of candidate munitions determined to be of interest. Sample quantities of these "munitions of interest" may be procured for testing and evaluation. The evaluation of performance will be based upon the ability to meet the above set of requirements. The testing will be conducted at Government expense. The testing will be closed. Participating organizations shall supply necessary explosive transportation and associated explosive transportation authorizations. If necessary, the Government can offer limited assistance in obtaining transportation authorizations. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government applicable product information as described along with the following contact information: name, mailing address, telephone and fax numbers and e-mail address. This effort shall progress according to the following schedule. Informational responses to this Notice are due on or before 28 April 2010 at 3:00 PM Eastern Daylight Time (EDT). Selection of interested candidates and notification of selected organizations will be performed on or before 28 May 2010. During the course of this acquisition program, the Government may utilize employees from Science Applications International Corporation (SAIC), Weapons System Technology Integration Center (WSTIAC), Booz Allen Hamilton (BAH), and other direct Government contractors as advisors to the Government participants. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ) or a Request for Proposal (RFP). It should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested parties in response to this announcement will NOT be reimbursed.
