- TAS::14 0681::TAS The Bureau of Reclamation intends to issue a Request for Proposals for a firm fixed price contract for the construction of the Delta-Mendota Canal (DMC)-California Aqueduct (CA) Intertie Project Pumping Plant. This is for approved ARRA Project Number 107. The work is located near the DMC at Mile Post 7.2. The NAICS Code is 237990, size standard $33.5 Million. The project is for the construction of two 108-in diameter underground discharge lines, and a turnout structure located at Mile Post 9.1 of the CA. The system will have two modes of operation: A pumping mode drawing water from the DMC and discharging it into the CA, and a gravity mode drawing water from the CA and discharging it into the DMC. The pumping plant structure will be capable of housing six equally sized pumping units, each until having a nominal capacity of 116.7 cfs. Initially, only four pumping units will be installed providing a maximum initial installed capacity of approximately 467 cfs. Implementation of the Intertie will enable the DMC to covey the design capacity of Jones Pumping Plant of 4,600 cfs. The Government intends to solicit under FAR Part 15. Solicitation R10PS80R18 will be posted at http://ideasec.nbc.gov on or around April 20, 2010. The estimated date for receipt of proposals is May 20, 2010. The solicitation and specification must be downloaded at the above site, with the drawings being mailed to vendors hardcopy. No paper copies of this solicitation will be distributed with the exception of the drawings. In order to register on the Offeror's Mailing List to receive the drawings, vendors shall register by clicking on the solicitation number and then select the "Vendor Interest" tab taking the following steps: 1) Click on the Vendor Interest Tab; 2) Enter DUNS number; 3) Enter Password or Tax ID number. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.120, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov. Information on annual Representations and Certifications can be obtained via the internet at the Online Representation and Certifications Application (ORCA) website at http://orca.bpn.gov. **Please note** Vendors will not be able to register on the Offeror's Mailing List until the solicitation is posted, on or around April 20, 2010. Please be advised that the Awardee will be subject to Section 1512(c) of the Recovery Act, which requires that each contractor report on its Recovery Act funds under the awarded contract.
