This Centers for Disease Control and Prevention (CDC) solicitation is for data management and technical assistance services to support cancer screening programs in the Division of Cancer Prevention and Control (DCPC). This requirement is being procured as a total small business set-aside solicitation in accordance with FAR Part 19. The government has selected NAICS code 541511 as the most appropriate for this solicitation. The resultant award is expected to be a a cost-plus-fixed-fee contract in accordance with FAR Part 15 procedures and will be a performance-based contract. The Period of Performance will be a base year and four (4) option years with a 12-month period of performance for each option. This is a re-compete of contract 200-2005-11786 awarded on April 29, 2005 to Information Management Systems, Incorporated for $7,118,098.00. The competitive solicitation and all questions and responses related to this procurement will be made available under solicitation number 2010-N-11967. The solicitation response time is 30 days. This requirement is contingent upon the availability of funds. The primary purpose of this contract is to provide system support and technical assistance to DCPC supports national and multi-site breast, cervical and colorectal cancer screening programs enacted through legislation or public health funding to detect cancer early, improve access and quality of cancer prevention and control activities, and reduce health disparities in cancer screening and outcomes. These programs include the National Breast and Cervical Cancer Early Detection Program (NBCCEDP) and the Colorectal Cancer Control Program (CRCCP), an expanded program that replaced the recently completed Colorectal Cancer Screening Demonstration Program (CRCSDP). The purpose of this acquisition is to: (1) Prepare, maintain and enhance data systems and procedures to collect and report program data to CDC and grantees. (2) Perform data analysis and reporting. (3) Website development and hosting. (4) Provide technical assistance to CDC and grantees. (5) Provide data management and analytical support to special projects. (6) Provide access and automated statistical reporting tools to authorized users to support analysis of National Program of Cancer Registries (NPCR) sponsored datasets. (7) Report on progress and cost of all contract activities by primary program component (NBCCEDP, CRCCP, NPCR). All deliverables to be disseminated to the programs or the public will comply with Section 508 (29 U.S.C. 794d) standards and requirements of the Rehabilitation Act. Interested parties must respond to this solicitation in order to be considered for award of any resultant contract. All responsible and qualified sources may submit a proposal which shall be considered by the agency. No written solicitation document is available, telephone requests will not be honored and no offerors list will be maintained.
