- The National Cancer Institute (NCI), Center for Cancer Research, Genetics Branch plans to procure on a sole source basis, a maintenance contract for two government-owned Affymetrix GeneChip Systems (s/n74900223; s/n 74900748) which include Fluidic Station Models (FS450U; s/n FS1214 & FS450U; s/n FS1219, respectively) with Affymetrix Inc., 3380 Central Expressway; Santa Clara, CA 95051. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 811219 the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance for this procurement shall be for twelve months from date of award. The National Cancer Institute (NCI), Center for Cancer Research (CCR), is engaged in the study cancer genetics and the Gene Chip Instruments are an integral technique to the function of The Genetics Branch. By using SNP genotyping microarrays to analyze copy number alteration and loss of heterozygosity, and RNA expression chips to analyze gene expression alterations, the lab is able to investigate the role that specific genes or groups of genes play to influence carcinogenesis and cancer progression in tumor and cancer cell line samples. The Gene Chip instruments listed above are a programmatic resource for the CCR and currently both need maintenance performed. In order to assure that these instruments are available and in good working conditions at all times for research staff, a service protection plan is needed. This plan must include a full year of service as well as unlimited support when needed during that period to include: replacement parts (new), repair services on-site as well as access to technicians 24 hours a day with a reasonable response time (no greater than 72 hours). Since Affymetrix is the manufacturer of the instrument, the maintenance is necessary from the same vendor to ensure optimal use and guarantee that efficiently trained technicians perform any service that may be needed. Any outside service provided on the proprietary instrumentation will not be covered or repaired by the manufacturer since it will be incorrect to the instruments specific functions. It is critical to the research community currently using the instruments that all service be performed by the same vendor that manufactured and implemented the equipment in the lab. There is a high level of complexity regarding the Gene Chip Instrument Systems and Affymetrix only permits qualified Gene Chip service engineers who are employees of the company and are trained in all aspects of Gene Chips to perform preventative and service maintenance. It is imperative that the system is calibrated accurately and maintained according to the manufacturer's specifications. Any deviation from the specifications could run distort information or disrupt studies currently in process on the instrument. In addition, proprietary software and replacement parts are available only through Affymetrix to supply and service their instruments. Warranty on the cameras and all parts are only guaranteed if the instruments are serviced by the manufacturer. Specifically, the systems are equipped with specialized parts and software which must be aligned, calibrated and replaced properly to ensure the results are accurate for the studies being performed on the equipment. Finally, Affymetrix holds multiple patents on this instrument and is the sole source for all replacement parts and service. For these reasons, no other vendor is known to the NCI capable of providing maintenance on the Affymetrix Gene Chip Instruments. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on April 19, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
