Description
Chiller Maintenance Statement of Work This is a combined synopsis/solicitation for Chiller Maintenance and Repair Services at FEMA's Mount Weather Emergency Operations Center at Mt. Weather, VA. This effort is being competed in accordance with FAR Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and no other written solicitation will be issued. This solicitation is being issued as a Request for Quotation (RFQ), as a Full and Open Competition. The RFQ clauses and provisions are those in effect through Federal Acquisition Circular 2005-38. The NAICS code for this requirement is 811310. FAR Provision 52.212-1, 52.212-2, 52.212-3, and 52.204-2 apply to this acquisition. The Period of Performance of the resulting Purchase Order is a one year base period and four one-year option periods. For quote preparation purposes, assume that the Task Order will begin July 1, 2010. Award may be made without discussions. Technical Submission Instructions/Evaluation Criteria Selection will be made on a best value basis. Technical Evaluation Factors, when combined, are more important than Cost/Price. In their technical submissions, offerors should address, in narrative form, the following Technical Evaluation Criteria, against which they will be evaluated. These Technical Evaluation Criteria are stated in descending order of importance: 1. Technical and Management Experience Offerors should address and will be evaluated on their understanding of the Statement of Work, as demonstrated through their experience estimating, performing, and managing similar chiller maintenance service contracts. Technical and management experience may include that performed by vendor submitting the offer, or worked performed individually by the offeror's proposed management. Offerors should include information on the number of years of relevant experience of the offeror and/or proposed manager. 2. Personnel Qualifications and Experience Offerors should address and will be evaluated on the qualifications and experience of the service technicians proposed to perform work under the contract. Specifically, offerors should address the specialized training and experience working on equipment such as that to be serviced under this contract. Include information on any special technical schools, apprenticeships or certifications that service technicians may hold, and the number of years of relevant experience. Under this criterion offerors should also identify any proposed technicians that currently hold an active TOP SECRET clearance, and/or the ability of proposed technicians to obtain an active TOP SECRET clearance, as required in the Statement of Work. 3. Access To/Inventory Of Spare Parts Offerors should address and will be evaluated on their plan to quickly access the appropriate replacement parts for the equipment to be serviced, as detailed in the Statement of Work. Include information on current inventory, or proposed sources for spare parts for the equipment to be serviced under this requirement. Offerors should also address their ability to obtain parts on a quick turnaround basis, in order to meet the requirements of the Statement of Work. 4. Management and Staffing Plan Offerors should provide and will be evaluated on their management and staffing plan that demonstrates their ability to provide qualified staff to fulfill this requirement at all times, and covers all aspects of chiller maintenance required in the SOW. The plan should address the offeror's approach to provide quick response and after hours service, supply personnel with the requisite TOP SECRET clearances and the appropriate technical skills, to service the equipment specified in the SOW effectively and efficiently. Cost/Price Submission Instructions/Evaluations FEMA plans to issue a single Purchase Order to fulfill this requirement. The PO will contain Firm Fixed Price Line Items for Preventive Maintenance, and a Time and Materials type Line Item to be utilized for Remedial Maintenance. Offerors should submit Firm Fixed Prices for the following Line Items for each year of the contract (base year and four one-year option periods). The following format, or a similar format customized to the offeror's quote, may be used: Base Year 0001 Monthly Preventive Maintenance (per unit) $_______________ 0002 Quarterly Preventive Maintenance (per unit) $_______________ 0003 Annual Preventive Maintenance (per unit) $_______________ 0004 Four Year Preventive Maintenance (per unit) $_______________ 0005 Remedial Maintenance (per hour) $_______________ 0006 Replacement Parts (actual costs to be reimbursed, documentation/and receipts are required with invoices) 0007 Material Handling Rate on Parts (as appropriate) _______________% Pricing for each of the four option periods should include escalation, as prices for Preventive Maintenance and Remedial Maintenance (labor rates) will be set at the time of award for the full five years of the contract. Should the offeror need to propose more than one labor rate for Remedial Maintenance, or any other proposed line items, they should include those additional Line Items in their quote. The signed Purchase Order will include an estimated figure for the Remedial Maintenance Line Item for the base year of the contract that will be determined at the time of award. The closing date for receipt of quotes is 2:00 pm, local time, on April 23, 2010. Quotes should be submitted electronically to Kristin.Wright@dhs.gov, and must not exceed the following limitations: - no.zip files can be received - no files larger than 10 MB in size can be received 4. Offerors should confirm with the Contracting Officer that their quote was received prior to the specified closing date and time shown above.
