- RECOVERY PRE-SOLICTATION NOTICE FOR THE CEBOLLA WETLAND RESTORATION. THIS PROJECT IS FUNDED FROM THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the SBA NM District Office and other 8(a) construction firms with a bona fide place of business within the geographical competitive area and having the assigned NAICS code. All other 8(a) Business Development Participants are deemed ineligible to submit offers. The BLM NMSO intends to issue a Request for Proposal to award a single, firm fixed-price contract to an eligible 8(a) concern for the construction and rebuilding of Cebolla Road under NAICS 237310 with a size standard of $33.5. The work consists of clearing and grubbing, furnishing and installing surfacing, drainage structures, delineator posts, and constructing furrow ditches. The project site is located approx. 45 miles southwest of Grants in Cibola County, NM. Estimated start date is June 15, 2010, period of performance is 60 days from issuance of NTP, and estimated price range is between $250,000 and $500,000. Bonds are required ¿ 20% Bid Bond, 100% Performance Bond and 100% Payment Bond. The solicitation will be posted electronically at www.fedconnect.net. Paper copies are no longer available. Estimated issue date is April 30, 2010. All responsible 8(a) concerns located within the geographical area serviced by the SBA NM District Office may submit an offer which will be considered. Inclusion of unique provisions required to implement the ARRA, including those for significant reporting and transparency requirements by the successful offeror, will be required in any resultant contract. The Awardee will be subject to Section 1512(c) of the ARRA which requires each contractor to report on its use of ARRA funds under the awarded contract.
