Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. 7. This action is 100% Small Business Set Aside. 8. BID SCHEDULE: In accordance with attached Statement of Work Specifications:Please provide a price quote for services in accordance with Statement of Work. Swafford at 717-334-3139 or via e-mail: kever_swafford@contractor.nps.gov STATEMENT OF WORK The National Park Service, Roosevelt-Vanderbilt National Historic Sites is seeking to contract with a qualified company to operate and maintain handicap accessible shuttle bus services for the purpose of transporting visitors between the Home of Franklin D. Roosevelt National Historic Site, Top Cottage, (FDR's retreat), Val-Kill, the Poughkeepsie Train Station, and Vanderbilt Mansion National Historic Site.The base contract period is from May 1, 2010 through October 31, 2010 A.Shuttle Bus Program The Shuttle Bus program involves the operation of one bus approximately eight hours per day, seven days per week. As currently designed the bus program includes three component services, as described below. The details of this service plan are subject to change, in part to accommodate future changes in Metro North train schedules. Contractor will be notified by the park's COR in advance of any change in service. But the bus driver's work day will not expand beyond eight hours. 1) Train Station Shuttle - Poughkeepsie Train Station to the Home of Franklin D. Roosevelt National Historic Site (10 miles round trip, 2 round trips per day). The 28- passenger shuttle bus transports visitors from the Poughkeepsie train station to the Home of Franklin D. Roosevelt National Historic Site. The shuttle is timed to collect passengers from the Metro North train service from Grand Central Station in New York City at 10:40 a.m. It departs the FDR site at 5:10 p.m. and returns passengers to the Poughkeepsie train station by 5:30 p.m., in time for the 5:40 p.m. train departing Poughkeepsie for New York City. 2) From the Wallace Center located at the Home of Franklin D. Roosevelt National Historic Site to Top Cottage, FDR's Retreat (14 miles round trip). Between 11:00 a.m. and 5:00 p.m., the bus provides three round trips between the Wallace Center and Top Cottage. The Top Cottage shuttle schedule is designed to accommodate three Top Cottage tours each day. These tours begin at the Wallace Center at 11:30 a.m., 2:00 p.m., and 3:30 p.m. Each round trip to Top Cottage includes either an outbound or an inbound stop at Val-Kill. 3) From the Wallace Center located at the Home of Franklin D. Roosevelt National Historic Site to Val-Kill, the Eleanor Roosevelt National Historic Site (5 miles round trip). In addition to the six Top Cottage round trips, the current bus schedule includes two additional round trips between the Wallace Center and Val-Kill. Trips to Val-Kill are designed to accommodate visitors who participate in tours of Eleanor Roosevelt's home, as well as hikers and cyclists who utilize trails that link the FDR site, Val-Kill, and Top Cottage. Service planners are currently investigating the possibility of adjusting the shuttle schedule to include two daily round trips between the Wallace Center and the Vanderbilt Mansion. Such a change, if it is made, will have no impact on driver hours or vehicle hours. It will have minimal impact on the number of miles operated, because this would involve substituting a pair of Vanderbilt round trips for a pair of Val-Kill round trips. Shuttle Bus Requirements The Contractor shall provide one 24 passengers shuttle bus, with wheelchair access for one. The bus shall be no older than 4 years. The contractor will allow the application of graphics (full "wrap") and/or Identifier on bus exterior. NPS will provide design fabrication of text/graphics. The Contractor shall furnish all resources, equipment, supplies, fuel, and personnel required to provide the required services. The Contractor shall provide service that is safe, timely, professional, and reliable. The Contractor shall ensure that buses are maintained for safe, attractive, and reliable operations. Contractor must provide a comparable replacement vehicle in cases of vehicle breakdown with limited (1 hour) interruption to the service. The Contractor shall ensure that drivers provide courteous and helpful service, Shuttle bus service must be available seven days a week, from May 1 through October 31. Occasionally, shuttle buses and drivers are needed for park sponsored special events. Contractor will specify an hourly cost for limited additional special event services to be provided at the park's request. Drivers will adhere to the National Park Service transportation schedules. Shuttle bus will be clean, safe and serviceable, and have all required Federal, State, and Local permits, licenses, and inspections. Drivers will have all required licenses and qualifications. Smoking will not be permitted at any time on the bus. Contractor will allow the application of graphics and/ or identifiers on bus exterior. NPS will provide design and fabrication of the text/ graphics. Route and Schedule Changes The Contractor shall alter the route, route schedule, and stops as required by the NPS to, among other reasons, meet desired service levels and times. The NPS will provide the Contractor seven days notice for any required change [NPS should be able to alter route any time]. Surveys NPS may periodically request the Contractor to distribute survey forms to be filled out by passengers and returned to the NPS. Passenger Counts Contract drivers shall maintain daily records of the number of passengers transported. Bus drivers will record the number of passengers boarding by stop and time of day. The number of wheelchair boardings will be recorded separately. Ridership records will be provided to the NPS on at least a monthly basis, or more frequently when requested. The Contractor shall provide a detailed description of the vehicle the Contractor intends to make available during the contract period. At a minimum the following information must be provided: length, width, height, wheel base, ground clearance, turning radius, floor height, axle weight ratings, gross vehicle weight, seating capacity, size of windows, combined seating and standing capacity, diagram of seating arrangement, location of wheel chair lifts, location of exhaust pipe, fuel type, age of vehicle, VIN and current mileage on vehicle. The Contractor shall submit a photo of the proposed shuttle vehicle. At a minimum the bus shall meet the following specifications: 1. The bus shall be no older than 4 years. 2. The bus shall be enclosed. 3. The bus shall be a maximum of 30 feet in length. The bus shall be a single vehicle and shall accommodate 24 seated passengers when there is no wheelchair on board. The Contractor shall not add any trailers to the main vehicle to increase seating. 4. The bus must have windows and be equipped with both air conditioning and heating devices. 5. The bus must meet USDOT, OSHA and WSDOT safety standards. 6. The bus must meet ADA requirements so it is able to accommodate physically challenged riders. The bus shall be equipped with a Lift U, Braun, or Ricon wheel chair lift or equivalent. 7. The bus must off-load on the right side of the vehicle. 8. The bus must include interior railings for standees. 9. The Contractor will maintain the shuttle in a clean burning state so that emissions are minimized so that park visitors and residents are not subjected to exhaust fumes during idling or moving stages. Adaptive measures may be required if problems are noted. The bus must meet current state and federal emission standards, and must be tested according to Federal and State standards. 10. The bus shall be clean and have an attractive appearance. Any vehicle that the NPS determines is not sufficiently clean or has an unsuitable appearance shall not be utilized and will be replaced by the Contractor. 12. The bus must be free of graffiti -- interior and exterior. Vehicle Maintenance and Cleaning Requirements 1. All preventative maintenance requirements shall be performed at regularly scheduled intervals, in accordance to bus manufacturer's schedule maintenance recommendations and timetable. As part of their technical proposal, the contractor shall outline their preventive maintenance plans and procedures. 2. All shuttles shall have an annual US DOT and New York inspection and sticker. This sticker must be in plain view from the outside of the vehicle at all times. 3. Contractor shall provide all lubricants, repairs, cleaning, parts, supplies, labor, maintenance, major components, and component rebuilding and replacement. Contractor shall be fully responsible for the safe and efficient maintenance of all vehicles in strict conformity to all regulations, orders and requirements. 4. Brake inspections and maintenance shall be performed in accordance to bus manufacturer's schedule maintenance recommendations and timetable to ensure the safe and efficient operation of the braking system. 5. All components of the bus bodies, appurtenances and frames shall be maintained in a safe, sound and undamaged condition. Repairs (including body, glass, and all shuttle appurtenances) shall be made within 7 days of occurrence, unless the defect would affect safety or passenger comfort or have a significant effect on appearance. In the latter cases, repairs shall be made before the vehicle is put back into service. 6. All mechanical, electrical, fluid, air and/or hydraulic systems shall be maintained in a safe, operating condition. 7. Heating and cooling systems shall be maintained and used to insure that the passenger compartment temperature is comfortably maintained. 8. All repairs shall comply with all local, State and Federal regulations and manufacturer's requirements. 9. Contractor shall maintain an up-to-date Vehicle Maintenance File for each vehicle that shall contain, at a minimum, the following information.a. Makeb. Modelc. Coach serial numberd. License numbere. Preventative Maintenance Inspection Reportsf. Daily Shuttle Condition Reportsg. Mileage.h. Hours in Servicei. Component change outsj. Failure/Road call information 10. The Preventative Maintenance Inspection Reports shall be kept for the term of the contract. These records shall not be destroyed until the Contractor has received written approval from the NPS. Copies of the Daily Shuttle Condition Reports shall be provided to NPS after the service period has ended, prior to the end of the contract period of performance. 11. The Vehicle Maintenance File shall be available to NPS upon request during the service period 12. On a daily basis, all shuttles utilized in service shall be cleaned, including fuel-fill area, scrubbed of oil or other excessive residue on the rear end, and inside of all windows; dusting or vacuuming of all seats, dashboard, stanchions and exposed surfaces; sweeping or vacuuming of all floor areas, including the removal of gum, grease, oil, etc. All graffiti, interior and exterior shall be removed before a shuttle is placed back in service. Washing and scrubbing of the full exterior shall be accomplished on an as needed basis. 13. Every 30 days cleaning shall include the following in addition to the aforementioned: Each shuttle shall have the seats, stanchion, ceiling, sidewalls and floors scrubbed, washed or shampooed. Insects shall be removed as necessary. 14. Seats and windows that have been vandalized or damaged shall be cleaned and/or replaced within 7 days unless the NPS is notified in writing as to the reason for the delay and the delay is approved by the NPS. All seats that can no longer be kept clean, have cushions that have broken down, contain graffiti or stains that cannot be cleaned, or are damaged beyond repair, shall be replaced. All windows that are scratched/etched to the point of becoming opaque/ distorted/seriously damaged shall be replaced immediately. Safety and Risk Management Program The Contractor shall develop, maintain and implement a written Documented Safety Program (OSHA of 1970 and NPS Loss Control Management Plan, Guideline NPS-50), to be submitted to and approved by the NPS prior to commencement of work under the Contract. Start of work will NOT occur without receipt of the Contractor's program. The program shall include the following elements: a. Purpose, Duties, Responsibilities and Administrationb. Inspection and Abatementc. Accident Investigation and Reportingd. Traininge. Emergency Procedures Additional Requirements 1. Drivers shall follow all Federal and State laws pertaining to operation of shuttles. 2. Scheduled safety inspections may be performed by Federal and State OSHA Officials and NPS officials. The park may request additional inspections by the New York Department of Transportation. 3. The Contractor shall submit a Monthly Safety Report, including, but not limited to, narrative of all accidents or incidents, notice of safety training held and suggestions for safety improvements. 4. The Contractor shall prepare and submit an Accident Report, using forms designated by the NPS, for any accident or incident involving Contractor employees and Contractor or NPS vehicles within 72 hours. Except for witness statements, reports shall be typed and delivered either by hand or transmitted electronically via email to the ROVA contract representative. 5. NPS law enforcement personnel must be notified immediately at the time of all motor vehicle accidents involving a bus or tram, and a law enforcement ranger shall be requested by the Contractor in order to complete an investigative report. Service will NOT continue with the vehicle and driver involved in the accident until the on-scene investigation is completed by NPS law enforcement personnel. Contractor will be responsible for bringing in a second driver to finish out the day with second bus, and to transport visitors, unharmed from the accident back to the visitor center. Driver RequirementsEach driver of the Contractor engaged in the provision of NPS service shall have completed, in addition to possessing a CDL if required, a course of training in vehicle operations that will ensure safe and professional operation of said shuttles. This training will be developed by the Contractor, and previous shuttle driving experience may be substituted for formal training. Shuttle drivers will be provided orientation materials developed by NPS staff relating to park issues, resources, history, customer service, etc. prior to the start of the service period. Shuttle drivers are employed primarily as transportation providers and not tour guides; information provided to park visitors will be to encourage them to use visitor services provided by the Park. This material will enable drivers to provide basic, accurate information to questions from visitors in a courteous manner. Shuttle driver appearance - All of the Contractor's shuttle drivers shall present a professional appearance at all times. Proper uniform and appearance is required. A uniform standard must be submitted with the proposal and approved by the NPS. The drivers shall present a, clean, well-groomed, and neat appearance at all times. Buttons, emblems or logos shall not be worn, except for Contractor logo and name and Contractor awards, such as safe driving pins. Shuttle Drivers are prohibited from accepting "Tips". Shuttle drivers shall have at least one year of experience operating passenger shuttles or equivalent.The Contractor shall, in concert with NPS representatives, review, and provide the current motor vehicle record (MVR), of any and all shuttle drivers that the Contractor proposes to use during the term of the contract and the Contractor shall reject for employment under the contract any driver that: (1) Has a driving/motor vehicle record with more than five infractions points within the last two years. (2) Has a driving/motor vehicle record which contains a conviction within the last five years for any of the following: reckless operation, careless driving, Driving under the Influence (DUI), Driving While Intoxicated (DWI), and or Implied Consent, and/or any suspension or revocation of any driving privileges under any Implied Consent statutes regardless of the type of vehicle that was being driven. This requirement shall be read broadly to cover any similar offense of operating any type of motor vehicle while under the influence of, or impaired by, any drug, substance or alcoholic beverage. The NPS reserves the right to run its own background investigations, if deemed necessary. Substance Abuse, Records and Training Requirements for Drivers 1. The Contractor shall comply with Substance Abuse Policy and Guidelines that complies with the Federal Highway Administration Regulation 49 CFR, Part 382.2. The Contractor shall maintain a system of records to meet DOT regulations regarding employee records for driving time and for on-duty time for all shuttle drivers.3. The Contractor shall develop an ongoing Safety and Training/Refresher Training Program to be approved by NPS. This program shall address any unsatisfactory shuttle driver performance or if the driver has not driven for 90 days for any reason. This training shall be at the Contractor's expense. NPS shall monitor the Contractor's program. The Contractor shall maintain a complete training file on each employee and shall make it available to NPS upon request. Requirements Applicable To All Contractor Personnel 1. The Contractor shall review personal and character references of employees and individuals provided for this Contract. 2. The Contractor shall not assign to any services under this contract any former NPS employee(s) who have been terminated from NPS services for just cause. Exceptions must be requested in writing and approved by the Superintendent of ROVA. 3. Employee Conduct. The NPS is regulated by Title 36 of the Code of Federal Regulations - Parks, Forests, and Public Property, which also applies to Contractors and Contractors' employees. Contractor employees/personnel in contact with the public shall follow the National Park Service's, Expected Behaviors, set forth during NPS provided training. Contractor personnel/employees shall also follow the following requirements.a. As a condition of continuing employment, drivers' seatbelts are properly fastened when vehicles are in motion.b. Motor is turned off and key is removed when drivers leave their vehicles in public areas.c. Other roadway users (bicyclists, other vehicle drivers) are respected in word, deed and attitude.d. If unable to pass, a safe distance is maintained behind bicyclists or pedestrians on the roadway. If passing, a safe distance is given between shuttle and bicyclist or pedestrian.e. Vehicle is stopped in a safe location and appropriate NPS or Contractor staff members are called when passengers create an unsafe atmosphere.f. Vehicle horn is used to warn of unsafe conditions, not to gain attention.g. A quiet, calm and professional voice will be used when addressing visitors.H. Drinking of non-alcoholic beverages by drivers is allowed only when the shuttle is fully stopped. No drinking of any beverages while vehicle is in operation. i. Eating by drivers is allowed only when the shuttle engine is turned off.j. Opinions about park management are not shared with the public during working hours.k. A complete uniform is worn when bus is in service and driver is on duty.l. Park visitors are the reason drivers are employed at ROVA. All visitors
