- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at https://www.neco.navy.mil. While it is understood the FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) on behalf of Naval Surface Warfare Center, Dam Neck intends to procure on a non-competitive basis engineering services from First Hand Solutions, 28901 CR 60, Orlando, OK, 73073-9316. Services will be in support of AN/SPQ-15(V) Data Distribution System (DDS), AN/SPQ-14(V) Advanced Sensor Distribution System (ASDS), and AN/SPA-25H Indicator Group interfaces with radar and navigation systems. The contractor will review design and installation drawings provided to verify that they are in accordance with all DDS, ASDS, and AN/SPA-25H technical requirements. The contractor shall provide engineering and system operational verification and testing support of the conversion of the AEGIS and non-AEGIS class ships and shore sites from ASDS to DDS. The contractor shall perform testing at various laboratories and shipyards as well as shipboard sea trials. All items are to be priced FOB Destination of Naval Surface Warfare Center Dam Neck, Virginia Beach, VA 23461. The North American Industry Classification System code is 541330 with a size standard of $4.5 million. First-Hand Solutions is a small business under NAICS 541330. This is not a request for competitive proposals. It is anticipated that the solicitation will be posted on April 14, 2010. A Cost Plus Fixed Fee contract is anticipated. NSWCDD, 17632 Dahlgren Road, Dahlgren, VA 22448-5110 has implemented Electronic Commerce (EC) in the acquisition area; therefore, the synopsis and resulting solicitation with any applicable amendments will be available on the World Wide Web at https://www.fbo.gov. Vendors should regularly access the NSWCDD Web Site to ensure that they have downloaded all amendments. DoD will no longer award contracts to contractors that are not registered in the Central Contractor Registry (CCR).
