- Under the Authority of 41 U.S.C. 253(c)(1), and FAR 6.302-1, the VISN 19 Rocky Mountain Consolidated Contracting Center, Denver, CO, proposes to enter into a non-competitive commercial items contract with Sheridan Memorial Hospital & Nursing Home, 440 W Laurel Ave., Plentywood, MT 59254, for a Primary Care location and support staff for VA providers to provide primary care over tele-health conferencing systems. The Video Health conferencing equipment and circuitry will be provided by VA Montana HCS. VA patients will be determined and referred to Sheridan Memorial facilities site by the Department of Veterans Affairs. The VA intends to provide VA Physician coverage for primary care services over a Tele-Health VA network to an access point at Sheridan Memorial Hospital. Contractor's unique characteristics include an extensive history of already established tele-health services located in their facility. They are trained and understand the use, logistics and special requirements of providing health care over Tele-Health equipment. Sheridan Memorial Hospital is the only facility within a 100+ mile radius that can provide the appropriate facility and professional clinical staff required. The agreement with Sheridan Memorial Hospital for this contract will allow Veterans easy access to primary care without the need to travel significant distances to the nearest fully staffed VA CBOC site. The geographic area contains many elderly veterans whose mobility to travel between sites for specific care is limited, in addition to hazardous driving conditions during winter months. Locating the Tele-Health primary care services in the community will provide veterans with the minimal amount of travel required to receive VA services. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the due date for receipt of proposals will be considered by the Government. A Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****
