- RECOVERY-THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS NOTICE IS NOT A NOTICE FOR SOLICITATION OF OFFERS. THE ACTION DESCRIBED HEREIN IS A MODIFICATION TO AN EXISTING CONTRACT, DOLJ08RA00016. THIS OPPORTUNITY WAS AVAILABLE ONLY TO THE CONTRACTOR IDENTIFIED BELOW. This opportunity was available only to Management & Training Corporation (MTC) under contract number DOLJ08RA00016. The Office of the Assistant Secretary for Administration and Management on behalf of the Office of Job Corps has awarded a modification in the amount of $59,350 to the Dayton Job Corps Center, operated by MTC. These funds are provided under the American Recovery and Reinvestment Act (ARRA). It would have been impracticable to use a fixed price contract to secure services of the kind or quality required for this modification, since the modification was to an existing Cost Plus Incentive Fee contract (Cost Reimbursement Contract). FAR Part 6.302-1 provides that a sole source award is authorized when the required supplies or services are available from only one responsible source and no other type of supplies or services will satisfy the agency requirements. Center operators are awarded contracts to operate Job Corps Centers through a competitive solicitation process. Center operators are in the unique position, as the only responsible source, to coordinate the necessary changes required by this sole source awarded modification. As the only responsible source, they are expected and contractually required to provide relevant and rigorous training curricula, training equipment and to maintain the facilities. The funding is intended to address the following program initiatives: 1) Earth Day Every Day Campaign, to assist with preparation and execution of the student activities as detailed in Program Instruction Notice 09-36; 2) Procure electric vehicle for operation on Job Corps Centers. These funds may be used for all expenses related to the acquisition of electric vehicles, including purchase of vehicles, shipping and delivery costs, training on use of vehicles, and additional equipment such as batteries and supplies as detailed in Program Instruction Notice 09-20; and 3) Provide the Demand Side Management Award Winner. The operator of the Dayton center will utilize these funds to support additional career technical skills training opportunities to the students of the Dayton Job Corps Center. The operator of the Dayton Job Corps Center will make these funds available through procurement opportunities as applicable, following all applicable FAR procurement regulations. This modification has been awarded on March 31, 2010.
