- Sources Sought/Market Survey Notification The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The National Institutes of Health (NIH), Clinical Center (CC) the Department of Clinical Research Informatics (DCRI) has a requirement for a Pharmacist with IT Pharmacy system expertise to provide consultative advice and direct services related to the operational support of the Eclipsys Sunrise Medication Management System as well as the support of pharmacy related functions within Sunrise Acute Care. The applicable North American Industrial Classification System (NAICS) code is 541511 and the small business size standard is $25 million dollars. The contractor shall provide a certified pharmacist with expertise and previous experience in implementation of the Eclipsys Sunrise Acute Care hospital information system and the Sunrise Medication Management pharmacy information systems. The contractor, working closely with the Pharmacy Department and CRIS Project Management team will perform the following tasks: 1) Coordinate submission of commercial drug formulary in format required to upload to the Sunrise Acute Care system (CRIS). 2) Validate commercial drug formulary in CRIS. 3) Develop test scripts related to pharmacy orders for functionality review 4) Participate in activities to improve the usability of CRIS for all medication processes a) Coordinate creation and submission of Pharmacy order templates (inpatient and outpatient) b) Coordinate assignment of Pharmacy templates to formulary items c) Recommend proper limitations within the drug templates to promote safety (i.e. only able to order oral drug PO) d) Coordinate assignment of dose limits to drug orders e) Coordinate creation of product-specific drug orders (i.e. gentamicin 80mg/100cc D5W - Infuse over 30mins) f) Coordinate submission of pharmacy components of protocol-specific order sets 5) Coordinate submission of investigational drug formulary in format required to upload to CRIS 6) Validate investigational drug formulary in CRIS a) Assist in the design of the interface between Investigational Drug Management System (IDMS) and CRIS b) Test and validate the interface between Investigational Drug Management System (IDMS) and CRIS c) Design, develop, test and implement the mechanisms to provide a safe and robust process for the ordering of non-formulary items d) Design, develop, test, implement and maintain the processes for creating labels for onsite medication administration, take-home medications and prescriptions for take-home medications e) Design, develop, test, implement and maintain the processes for creating printouts/reports required to support drug distribution (e.g. Medication Supply List, Parenteral Therapy Orders, Cart fill List) 7) Design, develop and test Clinical Decision Support features a) Provide recommendations for allergy and drug interaction warning functionality b) Design, develop and test order alerts c) Design, develop and test drug-related Rules d) Design, develop and test Clinical Decision Support modules utilizing MLM language e) Design, develop and test add-in modules for CRIS system utilizing C#,.Net and the CRIS vendor API\ 8) Design and test CRIS system help documentation and links to Drug Information resources a) Design and test Pharmacy Operational Data Store (ODS) feeds for reporting and supply data to other departments for review under the Data Transformation Initiatives (DTI) b) Develop and analyze Pharmacoeconimc data collection and reporting databases for both formulary and investigation systems 9) Act as a member for the Outpatient Pharmacy Project Team a) Evaluate vendor products b) Participate in the planning, design, development/configuration and implementation of the system c) Participate in planning, design, development/configuration and implementation of the interfaces between the Outpatient Pharmacy System and CRIS 10) Assist in developing Pharmacy-specific training materials a) Attend meetings with Eclipsys and other vendors involved in the project and provide written summaries for the Project Management Team b) Attend meetings at NIH relating to medication management such as Departmental build meetings and the Pharmacy and Therapeutics (P&T) Meetings 11) Participate in the EPLC process for any new development 12) Follow the DCRI Software Development Life Cycle Process for all Development a) Complete plans and documentation b) Enter and complete System Change Requests c) Utilize the DCRI Code Versioning Software The contractor will provide written progress reports on a monthly basis regarding the status of Tasks and will document all CRIS/Pharmacy related consultations and proposed recommendations. The contractor shall follow all DCRI Configuration Management guidelines. The contractor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Contract based upon Contractor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information.
