- General Information Document Type: Combined/Synposis Solicitation Solicitation No. TIRNO-10-R-00012 Posted Date: April 1, 2010 Original Response Date: April 15, 2010 Current Response Date: April 15, 2010 Classification Code: 76 – Books, maps & other publications NAICS Code: 511120 – Periodical Publishers Contracting Officer Address Department of the Treasury, Internal Revenue Service (IRS), National Office Procurement (OS:A:P), 6009 Oxon Hill Road, Suite 500, Oxon Hill, MD 20745 Description The Internal Revenue Service intends to award a sole source fixed price contract to Dow Jones & Company, on or about July 20, 2010. This solicitation for commercial items is prepared in accordance with FAR subpart 12. The full text of the Federal Acquisition Regulations (FAR) can be accessed on the internet at http://www.arnet.gov/far. Any and all interested parties may respond to this solicitation. The NAICS Code is 511120. The term of the order is from August 1, 2010 through August 31, 2011 for a period of one (1) year with four (4) 12 month Option Periods. The IRS has a need for a contractor to provide service wide access to the Wall Street Journal through a web based source. IRS will purchase services for concurrent use by approximately 3500 IRS employees (which can be increased or decreased at negotiated intervals. The contract will be for one (1) year and four (4) option years. Periodic searching of the Wall Street Journal will be conducted by a wide range of IRS employees. Usage levels will vary throughout the year depending on issues and workload. Monthly user and /or unique identifier list of employees that access the Wall Street Journal online site is required. Universal access with the access with a generic IRS password rather than individual passwords issued to each user, though the use of a link on a web page that activates an Active-ServerPage (ASP) script is required. The ASP script will take the user to the requested database via a Secure Socket Layer (SSL) 128 bit encrypted session and embeds the generic ID and password automatically on his/her behalf. Users will never see the login password submitted on their behalf behind the scenes. The FAR provision 52.212-1, Instructions to Offerors Commercial Items, applies to this solicitation.
