Description
TAP Project Draft RFP Attached is a DRAFT Request for Proposal (RFP) for the procurement of an Indefinite Delivery and Indefinite Quantity Contract (IDIQ) for Technical Assistance, Training, Information Technology Support, and Writer/Editor Services. This solicitation corrects and replaces the cancelled solicitation, M/OAA/GRO/ALPS-09-0175. This procurement is exclusively for small businesses. The U.S. Government anticipates awarding approximately three IDIQ contracts as a result of this solicitation. The Agency reserves the right to make more or no awards based on the quality of proposals if proposal evaluation determines it is in the best interest of the Government to do so. This solicitation shall be a best value award resulting in Fixed Price/Time and Materials contracts. The period of performance for this effort will be for one (1) based year and four (4) one year options. Proposals submitted in response to the RFP will be received in the final manner: via regular mail, or hand carried - address to be included with the final solicitation. If you should have any questions concerning this request, please contact the Contract Specialists, Patrice Cunningham at pcunningham@usaid.gov and Alicia Harris at aharris@usaid.gov. When submitting emails please be sure to add both specialists to your emails. If unable to reach Ms. Cunningham or Ms. Harris, please contact the Contracting Officer, Gwendolyn Ruffin at gruffin@usaid.gov. At no time will phone calls or voice mails be returned. E-mail and Fedbizoopps shall be the Government's method of communicating with prospective offerors. Questions: Potential offerors may submit questions in writing, by e-mail to the contract specialists, Patrice Cunningham at pcunningham@usaid.gov and Alicia Harris at aharris@usaid.gov. All e-mails must be sent to both contract specialists. The deadline for receipt of questions and/or requests for clarifications is Tuesday April 13, 2010 EST at 12:00 pm. No questions or clarifications will be accepted after this date. This DRAFT solicitation is released to (1) allow offerors an opportunity to prepare for the final solicitation (2) allow offerors the ability to preview the magnitude of changes necessitating the cancellation of the previous solicitation (clearer requirements, clearer standards, an allowable contract type, a price schedule, etc); (3) allow offerors more time to request clarifications.
