Description
This is a Pre-Solicitation Notice for Recovery Act Project 620A4-09-111 at VA Hudson Valley Healthcare System, Route 9D, Castle Point, NY 11209. The following is the Scope of Work for the project: ITEM 1 - Base Bid The contractor will furnish all materials, equipment, supervision, and personnel necessary to accomplish the job for renovation of the hospital boiler system as shown on the drawings and perform work specified herein and comply with VA specifications and VA regulations, procedures and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies. Work shall include selective demolition, electrical systems, piping, and control systems and all related tasks in order to replace the existing plant air handler unit, to terminate and remove a boiler, and to modify plant control systems as shown in the bid documents. Contractor will be responsible to coordinate and schedule work to minimize disruption and inconvenience to hospital personnel and patients and shall be expected to plan work typically during the hours of 8 AM to 4:30 PM eastern standard time. Maintain all access to and egress from the buildings at all times for facility's fire protection requirements and to meet the requirements of regulatory codes, laws, etc. Disposal Please note that disposal of materials demolished during the project will be the responsibility of the contractor. Metal objects including the demolished boiler and piping will be disposed of for scrap metal recycling. The contractor will provide the COTR with a listing of the types, amounts, dates, and places of disposal for metals. Completion Time from Notice to Proceed: 190 Calendar Days. NAICS CODE: 236220 SIZE STANDARD: 33.5Million RANGE: $500,000.00-$1,000,000.00 Please note that Bid Bonds and Performance and Payment Bonds will be required and the bidders must have the bonding capacity for this project. There may be a pre-construction conference held for this project, if so all prospective bidders are encouraged to attend. Details of any pre-construction conference will be included in the solicitation package. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC8127(d), this construction project is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSBs). SDVOSBs are eligible to submit bids under this solicitation. All prospective contractors must be registered on the VetBiz website, http://www.vetbiz.gov, to be considered for award. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, VAAR 802.101 VetBiz Registration, prospective firms must be registered in Central Contractor Registration (CCR) and in the VetBiz databases prior to award as a SDVOSB firm and must have current record in the Online Representations and Certifications Application (ORCA) prior to bid opening.
