Description
Statement of Work This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Institutes of Health, NIH. The purpose of this Sources Sought is to seek the availability and capability of small business concerns, including 8(a) small business and/or small qualified small business concerns [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-owned Small Businesses (SDVOSB] that are interested in and capable of performing the work described herein: Division of Veterinary Resources, DVR, of the National Institutes of Health (NIH), seeks a readily available source of Serology Assay Testing Services and PCR assays to meet the needs of the DVR and the NIH. The overall objective is to provide serological testing and PCR assays for the diagnostic and health monitoring programs of the institutes at the NIH. The specific objective is to have a contractor receive serology samples, perform testing on these samples and report the results back within 3 workdays to the Project Officer and/or provide the results directly to the appropriate veterinarian via web publication. The Government expects to award a fixed-price, indefinite delivery (requirements) type contract for a period of one year with four, twelve month option periods. The North American Industry Classification System (NAICS) code is 541940. The related small business size standard is $7.0 million. Responses to this notice shall include a capability statement, company name, address, contact information, size of business pursuant to NAICS code 541940. Additionally you must respond to the following questions: 1) Is your business a large or small business? 2) Does your firm qualify as a small or small disadvantaged business? If disadvantaged, please specify which disadvantaged group. 3) Is your firm certified under Section 8(a) of the Small Business Act? 4) Are you considered a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service Disabled Veteran Owned or Veteran Owned firm? 7) Provide copies of your certification letters. Again, capability statements must specify the offeror's business size and type, and demonstrate similar work and reports that has been performed in the past. Capability statements should also clearly demonstrate the offeror's ability to fully meet the requirements specified in the attached Statement of Work. This is not a request for proposal. The intention of this announcement is to survey the market for potential offerors. Interested qualified small business organizations should submit a tailored capability statement for this requirement. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concerns name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. The capabilities statements are due on Thursday, April 15, 2010 at 2:00 pm. All future information about this acquisition, including any amendments, will also be distributed through this website: www.fbo.gov. Interested parties are responsible for monitoring this site to insure they have the most up-to-date information concerning this acquisition.
