- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of potential small businesses (including HUBZone firms; certified 8(a), Small Disadvantaged, veteran and service-disabled veteran-owned small businesses, and women-owned small businesses. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. Any responses received will not be used as a proposal. The applicable North American Industry Classification System (NAICS) code is 334516 and the size standard is 500 employees. The U.S. Food and Drug Administration (FDA) is seeking to identify sources with the capabilities of providing a Gas Chromatograph with Mass Selective Detector and Combination Autosampler System in accordance with the following specifications: This system is to be installed into a mobile laboratory platform with limited space and cushioned mounting and must conform to a footprint of 88cm(w) x 56 cm (d) x 50 cm(h). Toal weight not to exceed 110 kg. (Overall weight and distribution of weight is critical aboard the mobile laboratory). System must include the NIST 2008 mass spectral library, upgrade from previous version. System must be able to perform synchronous SIM / full scan operation. System must be able to analyze up to maximum mass of 1050 daltons. System must be able to scan up to 12,500 daltons / second. System must include a split/splitless injector. System must be able to achieve an oven temperature of 450 degrees C. System must include Electronic pneumatic control. System must be capable of Electron Impact ionization. System must include portable lightweight computer and appropriate control and data analysis software. System must include 2 years total of warranty. Autoinjector must be capable of automated static headspace, Solid Phase Micro Extraction (SPME), and liquid injection all in one instrument. Autoinjector must be fully compatible with the GC-MSD system, including the GC-MSD control software. Autoinjector system must be top mounted on the instrument – must not alter the base footprint of the GC-MSD system. Liquid injector must have variable speed injection from 0.02 microliters/sec up to 200 microliters / sec. For high sample throughput, the liquid sample capacity must be able to hold up to 294 standard GC vials (2mL). Headspace option must be capable of preconditioning 6 samples at a time. Headspace syringe must be gas tight and heated independently. Incubator oven must be able to accommodate 2mL, 10mL, and 20 mL vials. System must be able to run on 120VAC – 60 Hz. SPME autoinjector must be able to be programmed to variable depth for both headspace extraction and extraction from liquids. Must be able to load up to 294 vials for SPME (standard 2mL vials). SPME must be capable of shaking. System must include a SPME fiber conditioning station. Installation and initial familiarization must be included. Training in operation of the GC-MSD system and software must be included for up to 3 users. System must include a one year warranty. Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents capacity and capability to provide the required specified equipment. Interested offerors should submit their capability statement not exceeding fifteen (15) pages in length, excluding standard brochures. Potential contractors must indicate business size, proof of any set-aside certification and company’s DUNS number and provide a contact name, the mailing address, phone number, email address of point of contact, and reference FDA1071502. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. Please provide the following information to determine if the company can meet the requirement: All descriptive material necessary for the government to determine whether the product offered meets the technical requirements including: technical specifications, descriptive material, literature, brochures and other information corresponding to each item, which demonstrates the capabilities of the contractor’s equipment.
