Description
This is a SOURCES SOUGHT NOTICE to determine the availability and capability of potential small businesses (including HUBZone firms; certified 8(a), Small Disadvantaged, veteran and service-disabled veteran-owned small businesses, and women-owned small businesses. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought. Any responses received will not be used as a proposal. The applicable North American Industry Classification System (NAICS) code is 334516 and the size standard is 500 employees. The U.S. Food and Drug Administration (FDA) is seeking to identify sources that can provide an Inductively Coupled Plasma Mass Spectrometer (ICP-MS ) System in accordance with the following specifications: ICP-MS: Shall utilize a quadrupole mass selector with true hyperbolic cross section for superior peak shape and sensitivity. Shall be able to interface with a HPLC so that runs are fully automated. Shall be capable of displaying HPLC-ICP-MS spectra and HPLC-UV spectra overlaid. Data calculation and retention time calibration must be possible during the HPLC-ICP-MS run. Shall include a data collection and instrument control workstation consisting of CPU, monitor, and printer, complete with operating system and software capable of processing qualitative, semi-quantitative, and quantitative data from the instrument. Shall be capable of autotuning on torch position, collision cell, plasma parameters, lens voltages, mass analyzer, detector, and PA factors in one operator action. The main ion lens assembly should be located outside the high vacuum region of the spectrometer to allow for cleaning without the need to vent the main vacuum system. Shall be able to perform direct analysis (without dilution) of solutions containing 1% or greater solids. The software of the instrument should be able to tune for high solids conditions automatically. Shall have the ability to measure concentrations of monoisotopic elements up to 1000 ppm directly without requiring adjustment of quadrupole resolution to reduce sensitivity. Shall have the ability to perform semiquantitative scans of the entire mass spectrum. These scans must be accurate in a semiquantitative sense for the elements K, Ca, Ti, V, Cr, Mn, Fe, Ni, Co, Zn, As, and Se. These elements are those which could be biased because of the presence of isobaric molecular species. Interference correction equations must not be required. Shall include a low sample volume covered autosampler for sample volumes down to 2 mL or less. The autosampler must have a continuous flow rinse port to reduce cross contamination. The autosampler must be able to accept priority samples during a run without having to cancel and restart the sequence. Shall be capable of high throughput without the use of 3rd party accessories. The collision or reaction cell must have at least 2 gas lines (one for helium and one for hydrogen) along with appropriate gas regulators and with the option of adding an additional line to cover additional applications. A gas purification kit should be provided. The additional gas lines should not be added using an external gas manifold. Change of cell gases should be automated. Shall include a heat exchanger sufficient for cooling the ICP-MS unit. Shall include a kit with common spare parts and consumables for the system such as spare connectors, fittings, tubing, sampling cone, skimmer cone, ion optic cleaning supplies, and plasma torch. Shall include checkout solutions and tuning solutions. Shall include a noise dampening cover for the rough vacuum pump. Shall include installation, initial familiarization training and 1 year warranty. Shall provide offsite training for three instrument operators at a vendor training facility. Interested small business potential offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents capacity and capability to provide the required specified equipment. Interested offerors should submit their capability statement not exceeding fifteen (15) pages in length, excluding standard brochures. Potential contractors must indicate business size, proof of any set-aside certification and company’s DUNS number and provide a contact name, the mailing address, phone number, email address of point of contact, and reference FDA1071424. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. Please provide the following information to determine if the company can meet the requirement: All descriptive material necessary for the government to determine whether the product offered meets the technical requirements including: technical specifications, descriptive material, literature, brochures and other information corresponding to each item, which demonstrates the capabilities of the contractor’s equipment.
