- Under this solicitation the Defense Energy Support Center (DESC) is procuring receipt, storage and issue services for bulk jet fuel (JP-8). This includes services for the operation, maintenance, security and safety of Government aviation fuel facilities at Fort Campbell Army Airfield (CAAF). These services will include alongside aircraft refueling with hydrants or mobile refuelers. The CAAF fuel facilities are being outsourced to Government-Owned/Contractor-Operated (GOCO), Contractor-Owned/Contractor-Operated facilities. The Contractor will be responsible for operating and maintaining the facilities to ensure safe and accurate receipt, storage, transfer, issue, quality control, and accounting for Defense Working Capital Fund (DWCF)-owned petroleum products under their control. In addition, the Contractor will ensure all personnel are adequately trained to perform job tasks, maintain the security of facilities and computer systems, and comply with Fort Campbell Environmental Policies and Regulations. Fort Campbell has a base level contract in place performing all aviation/bulk fuel operations in addition to the Airfield Transient Services. This contract operates the Bulk Storage Facility, Two Rapid Refueling Facilities (Pump Houses 1 & 2), OASIS Hot Refueling Area, and Sabre Army Heliport. The Bulk Storage Facility (7140) consists of two JP8 Above Ground Storage Tanks (AST) (207 & 307) each with a capacity of 420,000 gals with Geodesic domes. There is no truck loading capability in the Bulk Storage Area. The hours of operation are 0700-1500, Monday – Friday; closed normal weekends and holidays. (Pump Houses 1 & 2) (7167 & 7169). Each of the pump houses has six 50,000-gallon Underground Storage Tanks (UST) which supports the six hydrants. There is one truck fill stand at each pump house. The hours of operation are twenty four hours a day seven days a week. These facilities are being removed from service and will be replaced by the Contractor-Owned/Contractor Operated (COCO) facility listed in C-5.2 Oasis (7205) consists of one JP-8 AST with a capacity of 157,000 gallons for hot pad refueling of helicopters. Oasis has seven hot refueling pads, all are operational. Oasis is operated Monday thru Friday 1000-0200 with two hot refueling points manned and operational per shift (two shifts with two personnel per shift). Oasis is closed normal weekends and holidays. The Sabre Army Heliport facility WILL NOT be covered in the DESC contract. The Contractor will perform all the fuel operations, inventory management, quality surveillance, facility maintenance, training, safety and environmental protection functions at the Rapid Refueling Facility. The Contractor shall provide this aircraft rapid refueling capability south of the existing fuel facilities adjacent to Passenger parking apron between the existing pump houses. The Contractor will provide the hydrant operator/nozzle operator. The aircrew/ground crew personnel will provide the fire guard. The Contractor shall provide sufficient personnel to operate (2) pantograph units per shift. The Contractor will perform all the fuel operations, inventory management, quality surveillance, facility maintenance, training, safety and environmental protection functions at the Oasis Hot Refueling Area. The Contractor will provide the hydrant operator/nozzle operator. The aircrew/ground crew personnel will provide the fire guard for all aircraft except for the AH-64. For refueling the AH-64 aircraft, the Contractor shall provide the hydrant operator/nozzle operator and fire guard. Training for all nozzle operators shall be provided by the 101st and 159th Aviation Brigades. The Contractor shall provide sufficient personnel to operate (2) hot refueling points per shift. For refueling the AH-64, only one point will be available. The Contractor will perform all fuel operations, inventory management, quality surveillance, facility maintenance, training, safety, and environmental protection functions at the Bulk Storage Facility and the Rapid Refuel Facility to be constructed by the Contractor.
