- The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to solicit on a sole-source basis to Colorado State University, Fort Collins, Colorado 80523. The requirement is for support to the Sedimentation and River Hydraulics Group (SRHG) of Bureau of Reclamation (Reclamation) on the application of and training in hydraulic and sediment transport computer models to several Reclamation Projects. The Sedimentation and River Hydraulics Group (SRHG) of Bureau of Reclamation (Reclamation) is responsible for complex analyses of river processes and water operations. SRHG have developed one-dimensional and two-dimensional models of flow, sediment transport, and vegetation to analyze these processes. The one-dimensional model is called SRH-1D (Huang and Greimann, 2007) and the two-dimensional model is called SRH-2D (Lai, 2008). These models require detailed knowledge of numerical modeling and river processes to apply. They also require frequent modification to address site specific conditions and to include the most current and accurate methods available. SRHG is requesting assisting in the application of these models and training for these models. Training and application of SRH-1D requires intimate knowledge of the computer code and in the physical processes it is intended to simulate. It is for use on natural river systems that are highly complex and application of the model often requires modification of the code to address site specific conditions and to address each project's specific needs. Another requirement for support is the ability to use the results of Global Climate Change (GCMs) models to estimate changes to sediment delivery to reservoirs. This requires detailed knowledge of watershed models and sediment transport. It also requires the ability to write programs and scripts within the LINUX operating system. Therefore, contractor must meet the following requirements: 1. Demonstrated experience in the development of SRH-1D;2. Demonstrated programming experiment on UNIX and/or LINUX platforms;3. Ph.D. level education in sediment transport and river hydraulics; and 4.Over 2 years experience in the application of computer models to river hydraulics and sediment transport. Colorado State University, Department of Civil Engineering, Fort Collins, Colorado 80523 is the only known source meeting the above requirements. Dr Jianhcun (Victor) Huang a Research Scientist employed by Colorado State University, Department of Civil Engineering has been the primary developer of SRH-1D (Huang and Greimann, 2007) and has over 8 years of experience developing and applying the model. Competition is restricted to only one source per FAR 13.106-1(b). This procurement will be awarded using Simplified Acquisition Procedures at FAR Part 13 with an intended period of performance of April 15, 2010 - October 31, 2010. Anticipated award date is April 13, 2010. All responsible sources may submit a capability statement by 12:00 pm MDT, April 9, 2010 which will be considered by the agency.
