Description
NASA/KSC has a requirement for the modification and acquisition of JENTEKmanufactured sensors for the health monitoring of Composite Overwrapped Pressure Vessels(COPVs).NASA/KSC intends to purchase the items from JENTEK Sensors. for the following reasons: NASA/KSCs Materials & Processes (M&P) Engineering Branch is studying the health of COPVsusing eddy current sensor data collected and analyzed by a Meandering WindingMagnetometer (MWM) Array. JENTEK is the original equipment manufacturer of the MWMArray and has the proprietary knowledge of their design, manufacture, and operationneeded to modify sensors for use with the MWM Array. The combination of sensor and MWMArray modifications that will be used by NASA in the health monitoring study are specificknowledge of JENTEK Sensors and as such cannot be obtained from another vendor. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 15, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
