Description
ERDC Contracting Office intends to solicit on a sole source basis under the authority of FAR 13.5 to PERKINELMER HEALTH SCIENCES, INC 710 bridgeport Avenue, Shelton, CT 06484-4750. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - only one responsible source and no other supplies or services will satisfy agency requirements. PERKINELMER is the only known source capable of meeting the Government's requirements due to the unique capability to provide support and service for this product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later 11:00 am CST on 5 April 2010. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this note. No RFP will be issued based upon the Notice of Intent. Interested parties may submit any information for consideration by the Government to Brittney.l.white@usace.army.mil with the solicitation number referenced in the subject line. Requirements are as follows: The Environmental Laboratory has been tasked with purchasing a Graphite Furnace Atomic Absorption Spectrometer. This instrument provides low level detection of metals with exceedingly low volumes of sample. Ongoing research into metals specification and particularly nanomaterials has created analytical challenges that cannot be overcome with our existing, outdated, and unsupported equipment, necessitate that a state-of-the-art system be required.
