SOURCES SOUGHT SYNOPSIS. This request is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The 377th Contracting Squadron, Kirtland AFB, New Mexico, is seeking potential sources to provide: Refuse and Recycling Collection Services for Kirtland Air Force Base, New Mexico Interested vendors should submit answers to the following questionnaire: Industry Questionnaire This questionnaire is for assistance in market research to determine the capability of the industry to provide Refuse/Recycling services to Kirtland AFB. This questionnaire is not to be interpreted as a solicitation for bids or request for quotes and is not intended to convey any reference of a contract award. Any form of solicitation that may follow will be posted to FebBizOpps (https://www.fbo.gov/) for review. Please respond to the following questions. 1. Please provide your company's contact information, including a specific Point of Contact (with email and phone number) for future reference. 2. Are you interested in potentially providing refuse/recycling services to Kirtland AFB in the near future? Would you be able to review a current bid schedule and task list to provide input? Would you be interested in an "industry day" site visit at Kirtland AFB to view current operations and needs? 3. Please describe your refuse collection, transportation, and disposal capabilities, as well as your abilities to recycle a variety of commodities such as cardboard, newsprint, high grade white paper, aluminum cans, non-ferrous metal, etc. (Please be descriptive). 4. Are you familiar with New Mexico Environment Department (NMED) and local solid waste and environmental regulations? What is your experience dealing with these regulations? 5. With respect to your operational capabilities: a. What is your standard response time to emergencies? b. What is your manpower availability to support Kirtland AFB refuse/recycling services? c. Do you have a Quality Control/safety inspector available for this contract and what is their general experience? d. Do you have a program manager available for this contract, and what is their general experience? e. Can your company collect recyclable commodities on-base, provide documentation of the weight for each recycle stream (using a Government-furnished truck scale), and process/store/sell the recyclable commodities off-base? If not, how would you propose handling collection and storage of recyclable commodities at Kirtland? 6. If required, can your company: a. Supply equipment and labor to collect, transport dispose and/or recycle a variety of refuse dumpsters. The general magnitude is below: i. "Dry" dumpsters (vendor-owned), requiring collection roughly one time per week: 153 facility locations with 184 dumpsters (6 cubic yard) ii. "Wet" dumpsters containing food waste (vendor-owned), requiring collection roughly three times per week: 59 facility locations with 63 dumpsters (6 cubic yard) iii. Recycling: approximately 125 office recycling containers (55-gallon containers, vendor-owned), and 52 Government-owned dumpsters (6 cubic yard), 4 Government-owned dumpsters (30 cubic yard), 2 Government-owned dumpsters (40 cubic yard), and three trailers (Government-owned) b. Supply equipment and necessary labor to crush concrete, asphalt, and other C&D debris? c. Provide replacement containers for recycling and disposal bins d. Perform maintenance to ensure continuous operation of an NMED exempt C&D landfill e. Provide equipment necessary to perform composting operations 7. How many years has your company been providing services of similar scope to those described in question (6) above? How many years has your company been providing similar services specifically in New Mexico? Does your company have any refuse or recycling experience working on a federal installation? 8. What type of training or certifications (e.g., Solid Waste Association of North America-based training or comparable) do your employees have in the following areas: a. Landfill Operations b. Refuse Collections Systems c. Recycling Collections d. C&D Disposal Operations e. C&D Recycling Operations f. Composting Operations g. Operation of Recycling Center h. Handling Hazardous Waste i. Recycling of Ozone Depleting Materials THIS NOTICE IS NOT A REQUEST FOR PROPORSALS (RFP). Firms responding to this announcement should include company name, cage code, point of contact, address and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. For the purposes of being considered a small business, the following applies: NAICS Code 562111, Size Standard $12.5 million. The Government reserves the right to set-aside any subsequent acquisition based upon known sources and/or responses to this synopsis.
