Questions and answers added. Conformed Copy of Solicitation FA4600-09-R-0018. Amendment Two to Solicitation FA4600-09-R-0018. PROPOSAL DUE DATE 12 APR 10 SOLICITATION RELEASE DATE: 4 March 2010. The 55th Contracting Squadron will be conducting the solicitation and award of a cost plus award fee, non-personal services contract under full and open competition for Joint Satellite Communications (SATCOM) Management and Planning System (JSMPS)/Joint Integrated SATCOM Tool (JIST) Support. This is a follow-on contract to FA4600-05-F-0212. Performance will be for a five-year period. This will include a base period and four one-year option periods. Services required within the scope of this requirement include technical support; hardware and software installation and integration; database and software development; continued development and deployment of existing JSMPS/JIST tools and capabilities; continued updating and employment of key SATCOM management and planning data; data manipulation and presentation; testing, demonstration, and fielding of developed software systems; and requisite hardware and software sustainment and support activities. JSMPS/JIST will be matured into a fully net-centric, web-enabled database and application suite with a hardware, software, and support architecture to meet the needs of DoD SATCOM stakeholders. The resulting tools and capabilities will provide a robust and secure environment for collaborative Electro-magnetic and Radio Frequency Interference (EMI/RFI) detection, tracking, analysis and mitigation. To accomplish this, JSMPS/JIST would expand existing capabilities encompassing assignment and execution data for all remaining DOD SATCOM systems, acquire needed data from existing and programmed SATCOM system management and planning applications and databases, and make this data readily available as an integrated and user-defined operational picture. To support better Intelligence Community (IC) participation in EMI resolution, JSMPS would be deployed on the JWICS network enclave with a cross-domain solution allowing for near-real time data refreshing from the Secret Internet Protocol Router Network (SIPRNET) JSMPS/JIST. JSMPS will connect to existing databases to provide data and products for Telemetry Tracking & Control (TT&C) data for all space systems to effectively support EMI resolution. Finally, JSMPS/JIST shall be available and sustainable while data is appropriately protected and secure. On-site work may be performed at either of the following Government installations: USSTRATCOM Building 500 Offutt AFB, NE 68113-6600 AFSPC Buildings 1470 & 1471 Peterson AFB, CO 80914-3050 All contractor personnel working any direct tasking on the project shall hold a minimum current SECRET security clearance (an interim SECRET clearance is acceptable for newly assigned personnel whose final clearance is still being completed). To work on-site within USSTRATCOM/J661 or within the GSSC, contractor personnel shall have a minimum TOP SECRET clearance and be eligible for Special Compartmented Information (SCI) indoctrination. The RFP and all associated documents, when issued, will be posted on the required government-wide point of entry. No solicitation is available at this time.
