- The Consumer Product Safety Commission (CPSC) intends to award a sole source contract to Active Safety Engineering, LLC (ASE), 20763 Crescent Pointe Place Ashburn, VA 20147, to perform static tests on a rollover platform and dynamic tests on a HYGE sled of two exemplar recreational off-highway vehicles (ROVs) to provide quick-look data to assess the following: 1) the suitability of static and dynamic test procedures and vehicle response comparisons in evaluating occupant protection performance in the event of a rollover of an ROV, 2) the National Highway Traffic Safety Administration's (NHTSA) approach and strategy to occupant protection performance during rollover in automotive vehicles and application thereof to ROVs, 3) the required test protocols for a comprehensive test and evaluation effort of the occupant protection performance of the ROV class of vehicles. The Government believes that only ASE is capable of supplying this service. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This notice is NOT a request for competitive quotes however; any firm that believes it can supply these services may give written notification to the Contract Specialist via email at aahmad@cpsc.gov, by April 8, 2010. Supporting evidence must be furnished in sufficient detail, to the above listed email address, Attn: Eddie Ahmad, Contract Specialist. Responses received will be evaluated: however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, CPSC will proceed with negotiating a sole source award to ASE.
