Swafford at 717-334-3139 or via e-mail: kever_swafford@contractor.nps.gov Gettysburg National Military ParkGettysburg, PA Procurement of Oil-Fired Boilers, Oil-Fired Furnaces, Water Heaters and Various Accessories at Gettysburg National Military Park I.INSTRUCTIONS TO BIDDERS A.Proposal Content 1.Proposal shall be complete with catalog, drawings, product data sheets, sample warranty (warranties) and other material necessary to completely define the equipment and its performance. Overall dimensions must be included to permit evaluation of space requirements. 2.Proposal shall include a total price for each unit, in accordance with the payment terms indicated in II.C. Time required for delivery as hereinafter indicated in General Requirements will be a factor in determining the successful bidder. Proposal shall identify all exceptions taken to the specifications. Unless so stated, proposal will be evaluated as being in full compliance with the specifications. Significant exceptions may be used to disqualify the proposal. B.Questions and Inquiries 1.Discrepancies, omissions, or doubts as to the meaning of the RFP documents shall be communicated in writing to the Contracting Officer. C.Acceptance of Proposal 1.Proposals are to be valid for thirty (30) days following the closing date for this RFP. This period may be extended by mutual written agreement between the Bidder and the Contracting Officer. 2.The Contracting Officer reserves the right to accept or reject any and all proposals, in whole or in part, received as a result of this RFP, to waive minor irregularities, and to negotiate in any manner necessary to best serve the interest of the Gettysburg National Military Park. Further, the Contracting Officer reserves the right to make a whole award, a partial award, or no award at all. 3.Final acceptance of proposal is contingent on acceptance of all associated submittals including shop drawings and warranty information. II.GENERAL REQUIREMENTS A.It is the intention of the Gettysburg National Military Park; to purchase 12 oil fired cast iron boilers, 12 indirect-fired water heaters, 2 oil fired furnaces with DX cooling, 2 DX air conditioners with a hydronic heating coil and accessories as indicated in the attached specification, to be installed by NPS personnel. All products shall meet the Buy America Act. Coordinate time, place of delivery, and payment with the Contracting Officer. The scope of work will include: engineering / preparation of required submittals and shop drawings; delivery of equipment; and preparation of operation / maintenance manuals and record documents. B.Gettysburg National Military Park will contract with the equipment vendor to provide the scope of work described above. C.Proposal shall include time schedule (in calendar working days) for the following: Delivery of equipment shall be 30 days after return of first shop drawing submittal. D.Proposal shall indicate delivery time savings and costs for any available quick-ship options. E.Shop drawings shall be submitted in electronic format or 3 bound hard copies and shall include all physical and operating data required to permit prompt review. Delivery data will not be extended due to additional time required to process shop drawings resulting from incomplete, inaccurate or non-specific shop drawings submitted in first or subsequent submittals. Shop drawings shall include all installation, application, and start up instructions for inclusion in the operation/maintenance manuals F.Do not fabricate or deliver to site until the shop drawing review has been completed by the Contracting Officer and the shop drawings has been marked to indicate "No Exception Taken" or "Make Corrections Noted." G.Proposal shall include full insurance coverage against all risk of loss or damage, by fire or other causes, to the equipment, until the date of delivery and acceptance by the Contracting Officer. Coverage shall be for full value of the equipment. H.Proposal shall include a warranty against defects in material and workmanship for a period of two (2) years after date of equipment startup, unless otherwise indicated within the product specifications. The date of startup is estimated to be three (3) months after delivery. I.Proposal shall include delivery to the project site. J.Operation and Maintenance Manual 1.Prior to the onset of startup, the manufacturer shall furnish two (2) manuals with complete sets of operating and maintenance instructions per structure described in Part VIII. All materials included in manuals shall apply specifically to this equipment. Materials only generally applicable to this type equipment will not be acceptable. 2.Include in each set: a.One approved copy of shop drawings, product data, actual warranty documentation, and similar submittal requirements. b.Manufacturer's printed operating and maintenance instructions, recommended spare parts list, illustrations and diagram. c.Schedule for periodic servicing and lubrication. d.Routine maintenance procedures. e.Special operating instructions. f.Wiring diagrams. g.One reviewed copy of certified test reports. K.Material and Equipment Requirements Use products of one manufacturer where two or more items of same kind of equipment are required. Materials and equipment shall have a record of five-year successful field use. For certain items of equipment the specification and the project design are based upon the specified manufacturer's product. Other manufacturers' names are listed and may be accepted, conditional upon meeting project requirements. Only the manufacturer's equipment upon which, the specification and the project design has been based, has been checked for this project. III.CAST-IRON BOILERS1.1SUMMARYA.This Section includes packaged cast-iron boilers, trim, and accessories for generating hot water with the following configurations and burners:1.Factory assembled.2.Oil burner.1.2SUBMITTALSA.Product Data: Include performance data, operating characteristics, furnished specialties, and accessories.B.Shop Drawings: For boilers, boiler trim, and accessories. Include plans, elevations, sections, details, and attachments to other work.1.Wiring Diagrams: Power, signal, and control wiring.C.Source quality-control test reports.D.Field quality-control test reports.E.Operation and Maintenance Data: For boilers, components, and accessories to include in emergency, operation, and maintenance manuals.F.Warranty: Special warranty specified in this Section.1.3QUALITY ASSURANCEA.Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, Article 100, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use.B.ASME Compliance: Fabricate and label boilers to comply with ASME Boiler and Pressure Vessel Code.C.ASHRAE/IESNA 90.1 Compliance: Boilers shall have minimum efficiency according to "Gas and Oil Fired Boilers - Minimum Efficiency Requirements."D.DOE Compliance: Minimum efficiency shall comply with 10 CFR 430, Subpart B, Appendix N, "Uniform Test Method for Measuring the Energy Consumption of Furnaces and Boilers."E.I=B=R Compliance: Boilers shall be tested and rated according to HI's "Rating Procedure for Heating Boilers" and "Testing Standard for Commercial Boilers," with I=B=R emblem on a nameplate affixed to boiler.F.UL Compliance: Test boilers for compliance with UL 726, "Oil-Fired Boiler Assemblies." Boilers shall be listed and labeled by a testing agency acceptable to authorities having jurisdiction.1.4WARRANTYA.Special Warranty: Manufacturer's standard form in which manufacturer agrees to repair or replace controls and heat exchangers of boilers that fail in materials or workmanship within specified warranty period.1.Warranty Period for Controls: Two years from date of startup.2.Warranty Period for Heat Exchangers: 10 years from date of startup.1.5MANUFACTURERSA.Basis-of-Design Product: Subject to compliance with requirements, provide Burnham Model Number MPO 3-Pass Oil Boiler or a comparable product by one of the following:1.Lennox Industries Inc.2.Peerless Boilers.3.Slant/Fin Corp.4.Smith Cast Iron Boilers.5.Weil-McLain; a United Dominion Company.1.6MANUFACTURED UNITSA.Description: Factory fabricated and assembled.1.Cast-iron sections shall be sealed pressure tight and held together with tie rods set on an insulated steel base; including insulated jacket and flue-gas vent connection.B.Cast-Iron Section Design:1.Number of Passes: Three.2.Sectional Joints: High-temperature sealant to seal flue-gas passages not in contact with heating medium, and held together with tie rods.3.Drain and blowdown tappings.4.Return injection tube to equalize water flow to all sections.5.Crown inspection tappings with brass plugs.C.Combustion Chamber: Equipped with flame observation ports, front and back.D.Casing:1.Jacket: Galvanized sheet metal, with snap-in or interlocking closures and powder-coated protective finish.2.Insulation: Mineral-fiber insulation surrounding the heat exchanger.3.Access: For cleaning between cast-iron sections.4.Draft Hood: Flue canopy and rear flue connection shall be constructed of aluminized steel containing adjustable outlet damper assembly.5.Mounting Frame: Steel rails to mount assembled boiler package on concrete base.6.Control Cabinet: Sheet metal casing shall cover all controls, and burner.1.7BURNERA.Burner: Welded construction with multivane, stainless-steel, flame-retention diffuser for fuel oil manufactured by Beckett.B.Blower: Forward-curved centrifugal fan integral to burner, directly driven by motor; with adjustable, dual-blade damper assembly and locking quadrant to set air-fuel ratio.1.Motors: Driven load will not require motor to operate in service factor range above 1.0.C.Oil Supply: Control devices and on-off control sequence shall comply with requirements in UL.1.Oil Pump: Two-stage, gear-type oil pump integral to and directly driven by blower shall be capable of producing 300-psig discharge pressure and 15-inch Hg vacuum.2.Oil Piping Specialties:a.Suction-line, manual, gate valve.b.Removable-mesh oil strainer.c.0- to 30-inch Hg vacuum; 0- to 30-psig vacuum-pressure gage.d.0- to 300-psig oil-nozzle pressure gage.e.Nozzle-line, solenoid-safety-shutoff oil valve.1.8TRIMA.Include devices sized to comply with ANSI B31.9, "Building Services Piping."B.Aquastat Controllers: Operating and high limit.C.Safety Relief Valve: ASME rated.D.Pressure and Temperature Gage: Minimum 3-1/2-inch- diameter, combination water-pressure and -temperature gage.
