Description
Under the authority of FAR 13.106(b), the Department of Energy, Idaho Operations Office is negotiating a sole source award to the small business entity William B Wiley for the purchase of Federal Employee Performance and Discipline Issues training to be held in Idaho Falls, ID, August 10-12, 2010. To the knowledge of DOE-ID no other small business entity is available at this time that offers this particular training course. The contract purchase order will be fixed price at $16,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, any firm that believes it can meet the requirements may give written notification prior to the response due date and time. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Responses are due by April 15, 2010, 5:00 p.m. (MDT). Responses shall be submitted via e-mail to isomla@id.doe.gov. Telephone requests or inquires will not be accepted. A description of the training required to meet the agency's needs is as follows: 1) A one day class entitled Refresher on Discipline and Performance Cases will be conducted for a maximum of 50 DOE-ID team leads, supervisors, and managers. The class will be a combination of lecture, active discussion and classroom exercises covering: ?Refresher on the essential elements of discipline and performance cases-Due process rights in discipline-Progressive discipline-Selecting a penalty-Defensible performance standards?Common charges-AWOL-Threat -Insubordination -Falsification-Misuse of government property-Sexual harassment?Documenting charge elements?Documenting performance actions-The Performance Improvement Plan?Coaching and mentoring difficult employees 2) A two day class entitled Charge Framing will be conducted for a maximum of 15 employees from Human Resources and the Office of Chief Counsel (employees from other DOE offices may be invited to attend as well). The class will be a combination of lecture, active discussion and classroom exercises covering: ?Due process rights in discipline?Purpose of the proposal letter?Purpose of the decision letter?What is a charge?What is a specification?Fundamentals of rules and charging?The styles of charges?The rules of charging?The rules of elements?The rules of specifications?Statutory charges and penalties?Due process violations?The Douglas Factors?Working with and around hard to prove charges?A review of specific charges
