Synopsis Solicitation Number AG-04R3-S-10-0004 Response Date: 5/17/2010 Solicitation Issue Date: 4/15/2010 Full and Open Competition NAICS: 115310 Forestry Services, $7.5 million RESTORATION/REVEGETATION SERVICES This solicitation is for an assortment of restoration and revegetation services for project areas within the Umatilla, Wallowa-Whitman and Malheur National Forests. Other National Forests and Government agencies may use this contract, but there is no obligation to do so. Other project sites may be located within Washington, Oregon, California, Idaho, Montana and Wyoming, but the majority of the work will be in Oregon and Washington across public lands. Work may occur, but is not limited to, adjacent to federal lands administered by the Forest Service, National Park Service, Bureau of Land Management, Bureau of Indian Affairs and National Fish and Wildlife Service. All Federal Agencies will require Interagency Agreements before using this contract. The desired outcome of this contract is to provide and apply state-of-the-art restoration/revegetation services for an assortment of diverse ecological settings over a broad geographic area. There are two basic types of work. Examples for one type of services include but are not limited to: Hydro-seeding/Mulching, Pneumatic/Mechanical/Hand – Seed/Mulch/Compost Installation, Mechanical/Hydraulic Planting, Bioengineering/Storm Water Treatment. Slash Shredding/Chipping/Hauling, Road Decommissioning/Obliteration, Riparian/Wetland Restoration/Channel Realignment and Vegetation Monitoring. The second type services require the contractor to locate, identify and map collection sites for the native plant species, which will be listed in the schedule of items. After approval of the collection sites, the Contractor shall collect the specified quantities of seed from these areas, “rough” clean the seed according to specifications and package and deliver the seed to a described location. This solicitation will result in an arrangement that includes multiple-award, “INDEFINITE Quantities” (IDIQ) (also known as a task order contract), performance based service contract spanning approximately five (5) years. The quantity shown in the Schedule of Supplies or Services are not a representation of actual quantities to be ordered, but serve as a means of developing a pool of contractors for competing Task Orders. The Government cannot predetermine the precise quantities that will be ordered during the contract period. The estimate is based on anticipated orders for 2010. Note: For task orders with migrant and seasonal work, Migrant and Seasonal Agriculture Workers Protection Act (MSPA) regulations will apply, and applicable clauses will be attached to those task orders. Additionally if any minor construction is anticipated under this solicitation the appropriate wage determination shall be attached.
