- Introduction This is a request for information only as defined in FAR 15.201(e). No proposals are being requested or accepted with this notice. No contract shall be awarded from this notice. The purpose of this Sources Sought is: (1) to gain knowledge of interest and capabilities of vendors of Engineering and Technical Services ; (2) to identify those potential vendors having or qualified for (a) a facility clearance, Secure Classified Information Facility(SCIF) (b) to receive and generate classified and TSSCI material/information, have access to classified and TSSCI information outside the U.S., Puerto Rico, U.S. possessions and trust territories, and have Operational Security (OPSEC) requirements. Only vendors capable as a Prime Contractor should respond. The anticipated period of performance is for a base period plus four one-year options with an anticipated award date within FY2010. This request encourages maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Description of Services The Contractor shall provide the following to ensure adequate and timely support of designated worldwide mission requirements: Program Management Technical Support Systems Engineering Test and Evaluation Studies and Analysis Technical Data Analysis and Management Integrated Logistics Support Training and Exercise Support Acquisition Support Constraints This requirement requires access to classified databases. TS/SCI is required. U.S. citizens only. Foreign participation will not be allowed at the prime contractor or subcontractor level. Responses Interested vendors should email a capability statement no later than Wednesday, 7 April 2010 at 11:59 p.m., EST via email to monica.divelbess@gsa.gov and stephen.nichols@gsa.gov. Colored graphs and intricate drawings are discouraged. Submissions will not be returned. Recommended responses should include, but are not limited to, the following: (1) Vendor's full company name and mailing address. (2) Point of contact's name, email address and telephone number. (3) Socio-economic status under the NAICS 541611 and/or 541990 (e.g., small business, etc.). (4) Vendor's CAGE to verify the facility clearance and SCIF, as well as the CAGE of any possible subcontractor. (5) Statements regarding SCIF and SIPR net communications capability. (6) Explanation of contractor's expertise in logistics support, CONUS and OCONUS, for DOD clients, to discuss various labor categories offered, and number of personnel in each. (7) Experience, preferably within the past three years, as a prime contractor, as it relates to this anticipated requirement. Include: name of project, brief description of project, contract type, client (agency/company name), dollar value, and period of performance. If possible, responses should be limited to five pages or less. Interested vendors are reminded that this notice is in compliance with: FAR 15.201(e) RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for RFIs. We will not respond to questions at this time as we are only seeking information to assist us in developing the requirement, however, comments are encouraged and will be reviewed and considered in our plans.
