Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Alaska Fisheries Science Center located in Seattle, WA on a sole source basis with University of Washington, Sea Grant Program. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under this contract, the contractor will coordinate the logistics of the camp, recruit campers, recruit and hire educators and interns for the science camp and will hire the positions of Camp Director, Camp Coordinator and evaluator for the 2010 camp. The director and coordinator of the science camp will also work with the NOAA Science Camp committee and NOAA employees to make final decisions about camp schedule, science activities and teacher orientation training. The evaluator will work with the NOAA Science Camp committee and NOAA staff to evaluate educational activities and to create a long-term evaluation plan. From 2004 through 2009, WA Sea Grant has collaborated with AFSC and several other NOAA offices to successfully put on the NOAA Science Camp, and has had the primary responsibility of coordination of camp logistics from 2005 through 2009. WA Sea Grant provides payroll and human resources processing, as well as communications specialists to promote NOAA Science Camp, and provides continuity in overseeing the NOAA Science Camp director and coordinator in conjunction with the NOAA Science Camp liaison at AFSC. WA Sea Grant has a history of involvement with Marine Science education and environmental literacy in the Puget Sound area, and possesses the experience and connections in the local education community that are critical for a successful Science Camp. WA Sea Grant's connection with the education community at the University of Washington provides access to undergraduate students who are recruited as camp assistants, pre-service teachers and graduate students (recruited for the director, coordinator, and camp educator positions) and high school students recruited at WA Sea Grant educational events. WA Sea Grant's media connections and its relationship with the College of Ocean and Fishery Sciences also provide good exposure for NOAA Science Camp. The government intends to negotiate a firm- fixed price contract. The period of performance of proposed contract is two weeks. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
