Description
Introduction This is a request for information only as defined in FAR 15.201(e). No proposals are being requested or accepted with this notice. No contract shall be awarded from this notice. The purpose of this Sources Sought is (1) to gain knowledge of interest, capabilities and qualifications of vendors of global logistics services for classified situations; and (2) to identify those potential vendors having (a) a facility clearance, Secure Classified Information Facility (SCIF), (b) current SIPR net communications capability, and (c) DOD cleared personnel at the Top Secret / Sensitive Compartmented Information (TS/SCI) level, some of whom may be deployed. Services are ongoing. Only vendors capable as a prime contractor should respond. The type of solicitation that may be issued will depend upon the results received. The completed contract type anticipated is firm fixed price. The anticipated period of performance is for a base plus four option years with an anticipated award date within FY2010. Description of Services The contractor shall provide logistics expertise and services within capability to deploy and integrate worldwide with existing infrastructure both military and civilian. Specifically, the contractor shall provide all labor including logistics, administrative, managerial and technical support services and all related materials and supplies as necessary to ensure adequate and timely support of designated DOD facilities worldwide. Constraints This requirement requires access to classified databases. TS/SCI is required. U.S. citizens only. Foreign participation will not be allowed at the prime contractor or subcontractor level. Categories of Logistics Support *Outside Continental United Support (OCONUS) *Transportation: vehicles, tactical vehicles, military air, commercial air *Maintenance *Hazmat certification *Packaging carting *Disposal *Facilities: living quarters and office area furnishings, supplies, materials and equipment *Office materials and/or equipment *Janitorial services *Heating, ventilation and or air conditioning (HVAC) *Water distribution systems *Waste water and sewage systems *Electrical power *Unspecified minor construction *Support for contingency operations *Worldwide secure shipping *Warehouse/storage facility *IT services *CONUS administrative support Responses Interested vendors may email a capability statement to the contact below prior to Monday, April 5 at 10 AM EST. All submissions must be sent via email and will be printed in black and white, with one inch margin at the top, bottom, left and right in a 12 point font, single line spacing. Each footer shall be 10 point font or larger and must contain the vendor's name and page number as well as total pages ("Vendor X, Page 1 of 5" etc.). Colored graphs and intricate drawings are discouraged. Submissions will not be returned. Responses should include, but are not limited to, the following: (1) Vendor's full company name and mailing address. (2) Point of contact's name, email address and telephone number. (3) Socio-economic status under the NAICS 541614 (e.g., small business, etc.). (4) Vendor's CAGE to verify the facility clearance and SCIF, as well as the CAGE of any possible subcontractor. (5) Statements regarding SCIF and SIPR net communications capability. (6) Explanation of contractor's expertise in logistics support, CONUS and OCONUS, for DOD clients, to discuss various labor categories offered, and number of personnel in each. (8) Experience, preferably within the past three years, as a prime contractor, as it relates to this anticipated requirement. Include: name of project, brief description of project, contract type, client (agency/company name), dollar value, and period of performance. -------------------- Interested vendors are reminded that this notice is in compliance with: FAR 15.201(e) RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. There is no required format for RFIs. We will not respond to questions at this time as we are only seeking information to assist us in developing the requirement, however, comments are encouraged and will be reviewed and considered in our plans. Deadline for capability submissions remains as Monday April 5, 10 AM EST.
