- RECOVERY ACT PROCUREMENT. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. Substance, LLC Work Order 28, Modification PS07, is funded through the American Recovery and Reinvestment Act 2009. Substance, LLC holds the Multiple Award Supplemental Architect-Engineer Contract for the States of Missouri, Kansas, Nebraska, and Iowa - Primary Geographical Area - State of Iowa, Excluding the Cities of Council Bluffs, Iowa, and Sioux City, Iowa. For this project, the North American Industrial Classification Code is 541310 (Architectural Services) and the size standard is $4.5 million. The Federal Supply Classification (FSC) Code is C211 (Architect - Engineer Services). Initially, Work Order 28 was awarded in August of 2009 to secure preliminary design services for the ARRA Neal Smith Federal Building project at 210 Walnut Street in Des Moines, IA. Since award, Work Order 28 has been modified to include other necessary professional architectural services for the project. Modification PS07 is for $629,283. The purpose of modification PS07 is to provide the following: Coordination of Construction Manager (CMa) Services, 46 additional weekly site visits, 46 additional weekly inspection reports, and assisting in the preparation of contract proposal requests. The CMa is also required to attend six document reviews at the Neal Smith Federal Building in Des Moines. There are three document reviews tentatively scheduled to take place at the 25%, 50%, and 95% design document submittal stages. The remaining three document reviews are to be scheduled at a later date when the project team deems necessary. The current performance period to complete construction phase services for the ARRA Neal Smith Federal Building project is estimated to be 540 calendar days.
