Notice Type: Combined Synopsis/Solicitation 5. Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.603 Streamlined solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. 6. This is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38. 7. This action is for Full and Open participation. 8. BID SCHEDULE: In accordance with attached Statement of Work Specifications: In accordance with attached Statement of Work. To be performed at Steam town National Historic Site150 S. Washington, AvenueScranton, Pa. 18503 Award shall be made to the offeror whose quote offers the lowest priced, technically acceptable offer to the Government. Swafford at 717-334-3139 or via e-mail: kever_swafford@contractor.nps.gov Steam Heat Valve Installation DL&W Suburban Coaches Statement of Work I.INTRODUCTIONThe DL&W Suburban Coaches constructed circa; 1925 are used on our shuttle and excursion trains transporting visitors to numerous locations, furthering visitor understanding of railroad operations. Steam heat needs to be added to the coaches, allowing additional passenger cars for operations during inclement weather. Steam town National Historic Site will provide most of the material; including, steam heat valves and steam trap-regulators, SCH # 80 x 1" black iron pipe and 300 psi x 1" assorted threaded fittings. The Contractor will provide labor, some material, tools and equipment to install the steam heat valves and pipe. The coaches will be completed in the following order; 335, 330, 334 & 346. II.WORK REQUIREMENTSThe Contractor will install the steam heat valves, steam heat traps, related piping and fittings. This installation will hook up the interior steam heat units with the steam heat line under the coach. The material to be used will be; steam heat valves and steam heat traps, SCH # 80 x 1" black iron pipe and 300 psi x 1" assorted threaded fittings. This installation will include cutting holes in the car floor so the pipes can be connected together. There will be four floor valves, two steam trap-regulators and related piping to be installed in each coach.The Contractor will test all threaded joints for leaks with air.The Contractor will fabricate all brackets and hangers to be used in the installation of the steam heat valves, steam heat traps and related pipes. The Contractor will supply material and hardware for those brackets and hangers. The brackets will be bolted to the car body under frame. The Contractor will be responsible to repair any damage to the floor and surrounding area, both inside and underneath the car body floor.The Contractor will paint pipes; steam heat valves, steam heat traps and all brackets installed under the car body with one coat of zinc chromate primer and one coat of oil based black top coat paint before installation and they will touch up the black paint after installation. III. SUPPORTING INFORMATIONThe Contractor's working hours will be Monday thru Friday 7:30 AM to 4:00 PM excluding Holidays and Weekends.All materials purchased by Steam town National Historic Site will be put into a staging area in the Locomotive Shop for the Contractor to use. Steam town National Historic Site will purchase: the pipe, pipe fittings, steam valves and steam trap-regulators.The Contractor will supply: assorted nuts, bolts, washers, heat resistant pipe dope for threaded joints, machine screws, welding rod and material for pipe brackets & hangers.The contractor will supply the zinc chromate primer and black oil based top coat paint. Any unused paint will become property of Steamtown National Historic Site. The passenger cars will be located outside of the Locomotive Shop on the concrete pad on Tracks #4 & #5 where the Contractor will have access to the coaches and utilities.A site visit is recommended so the Contractor will be able to asses and evaluate the scope of work and the complexity of the project.A schematic drawing will be included to show how the steam heat pipes are connected to the floor valves and steam trap-regulators. This will include steam supply, returns and drains. Steam town National Historic Site will not be responsible for theft, or damage, of the Contractor's tools and equipment.The Contractor will have 30 days, per coach, after issuance of notice to proceed, to complete the project, including clean-up of the area.
