- Y -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns only. The estimated magnitude of this construction project is between $25,000,000.00 and $30,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 236210. The estimated time for completion is approximately 458 days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Single-Phase Design-Build Best Value selection procedures of FAR 36.3. The acquisition is for the design and construction of a MPA Hangar at the Air Station Cape Cod, MA. The project scope includes the construction of a hangar to shelter and maintain four MPA (HC-144A) aircraft at Coast Guard Air Station Cape Cod (ASCC), MA. In addition to the administrative, operations, maintenance and personnel support facilities required to support the aircraft, the hangar will include new facilities for the ASCC Aviation Survival Technicians (AST). To allow flexibility in funding, the project is proposed to be implemented in phases to achieve full operations capability. Each of the phases will provide a complete and usable facility. The first phase provides all that is necessary to address the basic mission of sheltering and maintaining the aircraft and accommodating the needs of the AST. The second phase provides the operational and personnel support needs of the pilots and crew. This will greatly enhance the air station response time by consolidating their berthing and locker rooms in the same building that shelters the aircraft. The hanger is to be designed to eventually include the Communications and Command Center that is presently located in another building at the opposite end of the air station's campus. Sustainable design will be the standard. Leadership in Energy and Environmental Design (LEED) Silver certification will be required. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone or a Service Disabled Veteran Owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Mrs. Donna Miller at donna.e.miller@uscg.mil.
