- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, hereby announces its intent to issue a purchase order to James C Cawley to provide expert analytical services to support the mine electrical injury prevention task under the current NIOSH/OMSHR electrical safety project. Mr. Cawley has unique expertise and experience that match precisely the staffing requirements of this research. Mr. Cawley will be required to work several days per week at the NIOSH Pittsburgh site to access databases and use specialized software as required to meet project needs. He will also collaboratively interact face-to-face with NIOSH Pittsburgh staff member participating in the electrical safety research. James C. Cawley is currently an electrical safety consultant conducting data analysis and contributing to publications for the Electrical Safety Foundation, International of Rosslyn, VA. Mr. Cawly has 30 year's of expertise with the U.S. Bureau of Mines and NIOSH that focused on electrical safety in the mining industry. Purpose and objective: The research in question will identify, develop, and promote interventions for preventing electrical shock and electrical burn injuries in mining. Personnel conducting this research will ideally have an in-depth knowledge of the mining industry, mine power systems, relevant electrical safety issues, and current standards and regulations. They should also have experience in evaluating and interpreting data available from past electrical injuries in mining, as well as recommending practical and effective electrical safety interventions. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2010-Q-12078. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with James C Cawley, 4018 Waterdam Commons, McDonald, PA 15057 as the only source and a purchase order will be issued without any additional notices being posted.
