Description
The Federal Emergency Management Agency (FEMA), Washington DC 20472 announces its intention to procure services necessary in support of FEMA's Center for Faith-Based and Community Initiatives (CFBCI) Programs. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible 8A business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The NAICS for this requirement is 541611 with a size standard of $7M annually. There is no incumbent to this requirement. Therefore, all interested 8A businesses local to the Miami-Dade area are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. REQUIREMENTS: **Note: All Interested 8A business must be a local business firm operating within the Miami-Dade area One of FEMA's CFBCI's primary goals is to improve individual, family, and community preparation for, response to and recovery from disasters. FEMA CFBCI is responsible for leading the agency's engagement efforts with faith-based and community groups, working with all organizations to ensure effective partnerships across sectors, maximum leveraging of relationships within the community and effective use of resources and services to promote resilience. CFBCI works with FEMA voluntary agency liaisons, other components and federal partners, state emergency management offices, National Voluntary Organizations Active in Disaster, and state voluntary organizations active in disaster to enhance state and local emergency capacities by integrating nonprofit resources into emergency preparedness, response, and recovery. Contractor support under this contract shall consist of, but is not limited to the following: •· program/project management support; •· consulting/advisory support; •· analyzing, assessing, and conducting activities related to enhancing the capabilities of faith-based and community groups The contractor must be able to document their ability to improve planning, coordination, performance, and efficiency of the resources in the emergency management programs and activities in Miami-Dade County by maximizing the engagement of diverse vulnerable groups. These groups are defined as youth, elderly, immigrants, low-income and limited English proficiency populations. Contractor must also meet all applicable requirements under governing laws and regulations. PLACE OF PERFORMANCE: Miami-Dade area. Some travel may be required to the Washington DC area. SUBMITTAL INFORMATION: It is requested that interested 8A businesses firm submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to perform the services listed above. This documentation must address, at a minimum, the following: (1) prior/current experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the services described herein; (2) company profile to include number of employees, annual revenue history, office location (s), DUNS number, and a statement regarding current small business status; (3) resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications and specific experience of such personnel, which shall include the personnel's; (4) management approach to staffing this effort with qualified personnel which should address current hires available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel.
