Sources Sought Islamic Advisor-W91WRZ-10-R-0005 Islamic Advisor for JTF-Guantnamo, Naval Station Guantnamo Bay, Cuba THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The purpose of this Sources Sought Notice is to determine HUB ZONE business interest and capabilities for the required services at Joint Task Force-Guantnamo, Naval Station Guantnamo, Guantnamo Bay, Cuba. The contractor shall provide guidance regarding cultural and religious needs of Islamic Detainees and language-related services in Modern Standard Arabic. The contractor shall work to ensure that Detainee religious needs and practices are correctly understood and effectively met within the limits of the Joint Task Force environment. The contractor shall have a broad knowledge of Islamic culture and religious practices common among all sects of Muslims. Contractor personnel shall possess a Bachelor's Degree from an American-based college or university and a Masters Degree in Islamic or Middle-Eastern Studies with emphasis in Islamic Religion and Culture and a minimum of 5-years relevant professional level work experience in academia, journalism, or strategic communications. The contractor shall have basic knowledge of intelligence gathering and the cultural, economic, and geopolitical issues in the Middle East. The contractor shall demonstrate fluency in both English and Modern Standard Arabic languages; including excellent listening/reading comprehension skills in both English and Modern Standard Arabic. Contractor personnel must be cleared to have a DOD security clearance of SECRET and shall be able to maintain this level of clearance throughout the life of the contract. The contractor will provide language services that include interpretation, translation, interception and transcription. The contractor will advise the Joint Task Force Staff regarding the appropriate and correct religious supplies for Detainees, as well as their appropriate use by Detainees and handling by Joint Task Force personnel. The contractor will advise the Joint Task Force Staff regarding Muslim holy days, festivals, prayer times, and similar events, to include advice regarding appropriate customary observations. The current contract expires on June 14th, 2010. Contractors must be present at Naval Station Guantanamo ready to execute the contract on June 15th, 2010 to avoid a break in service. NAICS Code is 541611. Small Business Size standard is $25M. Firms responding should indicate whether they are, or are not, a Government certified small business (8(a), small disadvantaged business, HUBZone), or ownership and self-certified small business (such as minority -owned, service-disabled veteran-owned, or woman-owned). Any information submitted by respondents to this source sought notice is voluntary. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information provided. Respondents should not construe this notice as a commitment by the Government for any purpose. Capabilities Package: All interested firms shall submit a capabilities package that explicitly demonstrates capabilities and expertise related to this effort.
