- The Contracting Department, Fleet and Industrial Supply Center (FISC), Norfolk, VA, 23511-3392 intends to procure a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract for "Instructor Only" (I/O) support for Anti-Terrorism (AT) courses in support of the Center for Security Forces (CENSECFOR). This procurement will be a total SMALL BUSINESS SET-ASIDE. The applicable NAICS code is 611699 with a small business size standard of $7.0 million. The contractor shall provide I/O Anti-Terrorism training for the Navy Security Forces (NSF) in the East Region. The training will be conducted for Navy and Government civilian personnel and will be performed at: Chesapeake, VA; Mayport, FL; Lackland AFB, TX; and/or other Fleet Concentration Areas (FCAs). The proposed acquisition shall be a single award Indefinite Delivery/Indefinite Quantity contract with Firm Fixed Price provisions under FAR Part 12 "Acquisition of Commercial Items" and FAR Part 15 "Contracting by Negotiation". The period of performance for the resulting contract will be for one (1) twelve-month base with four (4), twelve-month option periods including FAR Clause 52.217-8 "Option to Extend Services". All options will be evaluated in accordance with FAR 17.206(a). A complete solicitation package will be available for download via NECO at http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizopps.gov on or around 30 April 2010. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; FISC will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to self-certify may be grounds for the Government to refuse the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award.
