Description
"RECOVERY: The General Services Administration (GSA), Public Building Service Mid-Atlantic Region on behalf of the GSA Office of Federal High Performance Green Buildings intends to issue a sole source contract to The American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc., (ASHRAE) in accordance with FAR 6.302-1, to procure the completion of a Standard 189.1 User's Manual to provide explanations of the Standard's requirements and examples of its application. GSA intends to use the Standard 189.1 User's Manual to raise the interest in high-performance green building design within GSA, across the Federal Sector and with other interested parties and to spur the design of more energy-efficient buildings in support and to carry out President Obama's administration's economic stimulus package under the American Recovery and Reinvestment Act (ARRA). On January 22, 2010, ASHRAE, Illuminating Engineering Society of North America (IESNA) and the U.S. Green Building Council (USGBC) published Standard 189.1, Standard for the Design of High-Performance, Green Buildings Except Low-Rise Residential Buildings. Standard 189.1 is a new standard for high-performance green buildings and includes provisions that can help federal agencies meet energy efficiency and sustainability mandates. Standard 189.1 is the first code-intended commercial green building standard in the United States and is meant to be used in conjunction with ASHRAE/IESNA Standard 90.1-2007, and ASHRAE Standards 62.1-2007 and 55-2004. ASHRAE is beginning the development of a User's Manual to serve as a supplement to the standard and provide worksheets and examples that can be used to determine compliance. In addition, ASHRAE will provide training and workshops to Federal project managers. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after the date of publication of this synopsis will be considered by the Government. Interested parties may identify their interest and capability to respond to the requirement or submit proposals or questions to Monica McGrath, Contract Specialist at monica.mcgrath@gsa.gov. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition falls under North American Industry Classification System (NAICS) Code 541330 and Product Service Code C111.
