- This synopsis notice is for informational purposes only. The purpose of this synopsis is to inform the public that NASA Goddard Space FlightCenter intends to award a Task Order to Honeywell Technology Solutions, Inc. (HTSI) underthe Mission Operations Mission Services (MOMS) Contract NNG04DA01C. The MOMS contract isa Cost plus Award Fee (CPAF), Indefinite Delivery/Indefinite Quantity (IDIQ). Thiscontract was awarded to HTSI on a competitive basis on October 9, 2003, with performancestarting on November 1, 2003. Task Order Number 334 will be funded using American Recovery and Reinvestment Act (ARRA)funds and will provide support for the NASA Goddard Space Flight Center (GSFC) SoftwareIntegration and Visualization Office (SIVO). One of NASAs official duties is to study the Earth and to educate the public about Earthscience. NASA has very large amounts of Earth science data from satellites and fromcomputer models of the Earths atmosphere, ocean, and land. NASA often works withmuseums and science centers to explain the Earth to the public by making images andmovies from that data.These images and movies are called data visualizations or justvisualizations. Museums and science centers have been coming to NASA for theseexciting and unique scientific visualizations, and those visualizations are now verydesirable for their shows and exhibits. A project at NASAs Goddard Space Flight Centercalled the Earth Science Storytelling Project has been creating these images and moviesfor museums and the public from NASA data for over 10 years.Just as movie theaters are upgrading to larger screens and 3D displays, museums areinstalling new displays and theaters to attract more visitors.Some examples of thesenew displays and theaters are:1)Stereoscopic (3D) theaters at Chicagos Alder Planetarium and PhiladelphiasFranklin Institute, 2)High-resolution digital planetariums at New Yorks American Museum of NaturalHistory and the Denver Museum of Nature and Science, and 3)Spherical Science on a Sphere displays at Baltimores Maryland Science Centerand the NASA Goddard Visitors Center in Greenbelt, Maryland. It takes special technology and expertise to make images and movies to show on thesedisplays at the best quality and resolution. In this ARRA effort, computer equipmentwill be purchased and installed to enable the Storytelling Project to create Earthscience visualizations for these new displays.This task will also create visualizationsto test the equipment as necessary.The Government does not intend to acquire a commercial item using FAR Part 12.An Ombudsman has been appointed.
