Description
The North Florida / South Georgia Veterans Healthcare System (NF/SG VHS) Gainesville, FL. 32608, intends to negotiate and procure the Aquarius APS Server Software, Aquarius Gate Dicom Router Software, including Rendering Node Hardware, Aquarius Node Hardware and Aquarius Gate Node Hardware, on a sole source basis, from TeraRecon Inc., 2955 Campus Drive, Suite 325, San Mateo, CA 94403-2517. The applicable NAICS is 334111. The Government intends to solicit and negotiate with only one source for the required equipment under authority of FAR 6.302-1, only responsible source and no other supplies or services will satisfy agency requirements. To the best of our knowledge TeraRecon Inc. is the only company that can provide this vital equipment. Aquarius APS system is the only equipment approved for use VISN wide; insuring Unified Patient List, to all seven VISN locations. The following are Features/Functions and Descriptions which further clarify NF/SG VHS Requirements: Feature/Function: Independent Automatic Pre-processing Capability. Description: Automatically applies manipulations and algorithms to DICOM datasets based upon user-defined rules to perform tasks that would otherwise require the time of a technologist or physician. Feature/Function: Thin-client deployment of advanced visualization capabilities such that the rendering and manipulation is performed on the server-side and the required thin-client application supplying the functionality can be loaded on any number of ordinary PC systems throughout the enterprise. (AquariusNET Server with Aquarius iNtuition Client). Description: Clinical capabilities must include capabilities for performing calcium scoring, vessel analysis, CT cardiac function, soft plaque analysis, brain perfusion, CT/PET fusion, CT colonography, volumetric subtraction (including dual energy CT), breast MR analysis with parametric mapping, CT Lung CAD and CT Colon CAD. Feature/Function: Ability to create user-defined workflows. Description: System automatically generates the specified volumetric views and performs volumetric hanging protocols on specific studies when opened. Feature/Function: Ability to save entire read cases with the workflow steps as a DICOM series to PACS for archival, future reference or subsequent volumetric review and manipulation. Description: Read images are comprised of saved states, clearly marked as having been validated by a clinician or physician, all measurements and centerlines present in these images along with any labeled anatomy. The entire workflow can be restored and any changes made to these images and objects. Feature/Function: Browser-based volumetric viewer using only JavaScript technology. Description: Delivery of the processed workup as a URL link via e-mail or other means, which opens up a browser-based viewer allowing interactive image manipulation and review saved states, without using Active X technology. Uses only JavaScript and is hence compatible with Windows, Mac, Unix. Security is SSL (natively supported in the web browser). Feature/Function: Unified patient list from multiple image server databases. Description: Servers are mutually-aware of the DICOM data residing on each server. A client session connecting to one server is automatically re-directed to the server which has the desired clinical data set, rather than moving the data set to the local server. Feature/Function: Enterprise software licensing. Description: Software licensing model provides the ability to deploy any number of processing and rendering servers to meet the needs of the enterprise, without additional fees for such access or additional support fees when these are deployed. Allows for multiple facilities to share their rendering capacity (software investment) and utilize surplus rendering capacity from one facility to cover the needs of others during peak times. Additional increments of concurrent rendering capacity can be purchased. Feature/Function: System architecture and scalability. Description: The ability to increase the capability of the system in an efficient and incremental manner is critical to deploying an enterprise visualization system affordably as needs increase. Feature/Function: Recovery of previous investment value through upgrade conversion. Description: The ability to apply the full value of certain previous advanced visualization purchases to the enterprise visualization software license purchase being considered. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any vendor that believes it can meet these requirements may give written notification to the Contracting Officer within five (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the NF/SG VHS will proceed with the sole source negotiation with TeraRecon Inc. as noted herein. Cost associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the vendor and these costs will not be reimbursed by the Government.
