Description
RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. The Bureau of Land Management, National Operations Center (NOC), intends to award a call/task order against the competitively awarded Blanket Purchase Agreement (BPA) for GCDB and Land Records Services to procure services for Control Document Index (CDI) aperture cards in Idaho. The BPA being utilized is L10PA00578, and was awarded to Premier Data Services through GSA contract number GS-35F-0418K. The BPA was competed amongst GSA contract holders and Premier Data Services proved to provide the best value to the government. This opportunity is only available to the current BPA contract holder. This notice is not a solicitation for offers. The Request for Proposal (RFP) package will be sent to the designated BPA contract holder. This acquisition falls under North American Industry Classification System (NAICS) Code 518210. Below is a general description of the services required. The BLM maintains thousands of historic vital records of public land ownership in Idaho. These records contain copies of original documents that have been microfilmed and are currently stored as a collection of microfilm aperture cards referred to as Control Document Index (CDI) Cards and roll film as 35MM undetached film. The BLM, Idaho State Office has only one set of these aging microfilm aperture cards that are cumbersome to research and are not backed up in a digital format. The cards contain images of records that date back to the mid-1800s and include copies of patents and deeds that convey title of public lands to and from the United States. The purpose of this project is to scan up to 220,000 land status records from these micro-graphic copies of legal documents mounted on aperture cards and approximately 30,000 35MM roll film to electronic format. This project will enable the BLM to more efficiently evaluate right of way applications and permits for renewable energy or other projects in a more efficient and timely manner; thereby saving the public and the BLM time in the land use application process. This will also improve the automation and quality assurance of BLMs current land status information. Any questions regarding this notice must be submitted in writing by email to Chad Hepp, Contracting Officer, at Chad_Hepp@blm.gov.
