- Request for Information United States Air Force Academy Commercial Internet Services for United States Air Force Academy Cadets 25 March 2010 General Information NAICS Code: 517110; SBA Size Standard: 1,500 Employees Response Deadline: 8 April 2010; 5:00 PM (MST) Contracting Office Ms. Leslie Ryan, Contracting Officer; Ms. Karen Jackson, Contract Specialist; United States Air Force Academy 8110 Industrial Drive United States Air Force Academy, CO 80840 Purpose: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The purpose of this Request for Information (RFI) is to collect Market Research Information and industry expertise for the purpose of gathering market research which may or may not be used to develop a Performance Work Statement (PWS), or Statement of Objectives (SOO). The Government considers information on market capabilities, common industry standards, latest technological advances, commercial terms and conditions, timelines for adaptation and integration, and possible suppliers and sources to be helpful. All feedback and information received may be used to determine the appropriate acquisition strategy for a possible future acquisition. This notice is issued solely for market research and planning purposes and does not constitute a request for proposal, request for quote, or invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. Responses: Contractors are encouraged to submit information for the questions that follow. This RFI is prepared for planning purposes only and is not restricted to small business. Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. However, if sources elect to submit competition-sensitive or proprietary information, sources bear sole responsibility for marking said information as such to ensure appropriate safeguarding by the Government. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. RFI responses on company letterhead are requested for submission electronically and in accordance with the instructions listed in each attachment. All questions and responses shall be submitted, via e-mail, to karen.jackson@usafa.af.mil. After review of the responses to this RFI, if the Government plans to proceed with an acquisition, a solicitation will be published on Federal Business Opportunities (www.fedbizops.gov). It is the potential offeror's responsibility to monitor this site for a future synopsis/solicitation, as they will not be notified. Point of Contact (POC): Alternate Point of Contact: Karen Jackson, Contract Specialist Leslie Ryan, Contracting Officer (719) 333-4060 (719) 333-3961 Karen.jackson@usafa.af.mil leslie.ryan@usafa.af.mil Request for Information / Questions: The United States Air Force Academy (USAFA) is considering making available commercial internet service to a cadet population of approximately 4400 cadets living in two dormitories with 2250 rooms. This is an extension of services already provided to base housing. Request information on estimated recurring cost of service to cadets, service delivery options, and support requirements from the base. How do you propose to establish connectivity? How long would it take to establish this service? Will a separate physical infrastructure be required in the cadet dorms or can you utilize the existing infrastructure on a non-interfering basis? Do you have a wireless solution that will cover all dorm rooms with the academic and athletic buildings as an objective capability? Is it possible to cover the airfield at the south end of the base as well? What are the frequency management issues? We're also considering a limited fielding of this capability to shared areas where cadets congregate. This would limit the number of rooms to approximately fifty evenly distributed through the same two facilities and possibly Arnold Hall as the student union. In this case the user base would be all 4400 cadets. What is the cost and implementation timeline estimate for this solution? We currently subscribe to an internet category blocking service and are interested in maintaining this control on the commercial service. What are the estimated costs for this service? How responsive could you be to changes? Is there a way to have insight into network usage? Are there any additional considerations we need to be aware of? DREN is our current Computer Network Defense Service Provider (CNDSP). This service provides protection, detection, response and notification services. What are the costs and issues associated with you providing this service? Are there any other aspects that we need to consider before contracting for this service? Are there any comments concerning the NAICS and SBA size standards chosen for this RFI? Site surveys may be available by appointment to provide more accurate responses.
