Description
The work to be performed includes the following: 1) Develop outage/cutover plan to accomplish work without plant black-outs; 2) Disconnecting existing circuit (load) cables from the Station Service Distribution Board D2B and reconnecting them to new Station Service Distribution Board D2B; 3) Removing and disposing of the following equipment: a. Unit substation D2A including two dry-type 7,200-480 volt, 750 KVA, 3 phase transformers designated K2C and K2D and three 480-volt circuit breakers. b. 7,500-volt disconnecting switches designated W2C-115 and W2D-215. c. Two 7,500-volt PBC oil-filled potheads. d. 480-colt Distribution Board D2B. 4) Furnishing and installing two 7,200/480-volt, 1000 kVA dry-type transformers. 5) Furnishing and installing two 7,500-volt disconnecting switches designated W2C-115 and W2D-215; 6) Furnishing and installing two 7,500-volt cable terminators; 7) Furnishing and installing unit substation D2A including three 480-volt, rack-out style circuit breakers, minimum. 8) Furnishing and installing Distribution Board D2B including 70 circuit breakers, minimum. Provide with distribution panelboard sections as required; 9) Furnishing and installing monitoring equipment compatible with existing programmable logic controller (GE Fanuc Series 90-70); 10) Furnishing and installing grounding cables, electrical conduit, conductors and associated electrical equipment. The work is located at Canyon Ferry Powerplant, which is approximately 17 miles east of Helena, Montana in Lewis and Clark County. Award will be made to the offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the non-cost and cost factors being evaluated. The technical factors and subfactors to be evaluated are as follows: (1) Proposed Equipment, (2) Schedule, (3) Company Experience, (4) Key Personnel, (5) Past Performance, (6) Safety. The solicitation will be issued on or around April 8, 2010. The Price and Technical Proposals will be due approximately 45 calendar days from the date the solicitation has been issued. All responsible sources may submit a proposal which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $500,000 to $1,000,000. The North American Industrial Classification Code is 238210. The small business size standard is $14.0 Million. This acquisition is unrestricted.
