Description
UPDATE: The Request for Proposal (RFP) has now been uploaded effective March 26, 2010. The U.S. Environmental Protection Agency has a requirement for a Roof Replacement Project at the Main Lab Building, USEPA Mid-Continent Ecology Division located at 6201 Congden Blvd., Duluth, MN 55804. The Base Bid work shall consist of the complete demolition and removal of the existing rubber membrane with rock ballast and installation of a new rubber membrane (fully adhered) for approximately 33,000 square feet of roofing surface area. There are numerous roof penetrations that shall be worked around and/or sealed and some minor insulation work is required. The Add Alternate work includes the following: Alternate No. 1: New flashing, coping and gravel throughout Alternate No. 2: New wood blocking, nailers and curbs throughout Alternate No. 3: 30 year roofing warranty (base bid is 20 year warranty) The General Contractor shall provide all supervision, labor, materials, tools, equipment, hardware, and documentation necessary to complete the project. The NAICS code is 238160 (Roofing Contractors) and the anticipated contract performance period is 90 calendar days after receipt of the Notice to Proceed (NTP). The estimated price of the work is between $500,000 and $1,000,000. This is an unrestricted acquisition and a firm-fixed price contract is anticipated. Contract award shall be made utilizing best value methodology. Two evaluation factors shall be used, which include Past Performance and Price. The evaluation factors shall be approximately equal in importance. All responsible sources may submit a proposal which will be considered by the Agency. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. See the website www.ccr.gov for information about registration. The solicitation with specifications, drawings, and site visit information, will be released through the internet on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. The anticipated solicitation release date is approximately March 24, 2010. No hard copies of the solicitation shall be provided.
