- Strategic Systems Programs intends to issue a competitive solicitation for a base year (FY11) plus four 1-year options (FY12 through FY15). The contractor shall provide independent research and analysis on Supply Chain Management processes that support the Navy Strategic Submarine Program (generally referred to as TRIDENT). The focus of this effort is improving the timeliness and reliability of TRIDENT customer support and reducing the associated supply chain costs, including labor, material, and distribution costs. The nature of the analysis to be performed will include numeric analysis of empirical data, modeling and simulation, analysis of TRIDENT -applicable supply chain-related processes against commercial and government benchmarks and best practices, the analysis of infrastructure performance, and forecasting the results of process and infrastructure changes on TRIDENT supply chain cost and performance. For the purposes of this effort, the TRIDENT supply chain is defined as the DOD wholesale inventories, retail inventories, local procurement, Direct Vendor Delivery, Contractor Logistics Support, and the processes associated with moving material from these providers to the TRIDENT consumers. The resulting contract will also include a provision which gives the Government the option to increase the level of effort up to thirty percent (30%) over the level of effort provided for in the contract. Performance is scheduled to begin on 01 October 2010 and continued for one year, with four one-year option periods. The Contractor shall have SECRET clearance for all personnel working the contracted effort. The solicitation (N00030-10-R-0006) will be posted on the Navy Electronic Commerce Online (NECO) web (www.neco.navy.mil) on or about March 2010. Hard copies of the solicitation will not be mailed.
