- This is a combined synopsis/solicitation and no other solicitation will be issued. The National Data Buoy Center (NDBC) intends to used the procedures under FAR 13 Simplified Acquisition Procedures for the purchase of (14) each ruggedized 9522A iridium modems with internal SIM card reader, NAL p/n A3LA-D. All quotes shall be Firm-Fixed Price and include costs for shipping (FOB Destination, Stennis Space Center, MS 39529). Brand Name Justification: The Deep Ocean Assessment and Reporting of Tsunamis (DART) buoys currently use the NAL Research A3LA-D modems for data communication over the Iridium satellite network. The A3LA-D modems are an improved version of the earlier A3LA-I modems originally used in the DART buoys by PMEL. Additional modems are required at this time to support the hardware requirements of the 39 buoy DART Network. These A3LA-I modems have been in use by the PMEL on the DART project and by the National Data Buoy Center on various other projects for their Marine Observing Network stations. Specific software and drawings were created to interface these units with the different payloads and their functionality has been successfully verified by both organizations. The new A3LA-D modems have been tested successfully by the NDBC and conform in form, fit, and function to the now obsolete A3LA-I model. Since there is only one known company that currently manufactures the A3LA-D Iridium modem (NAL Research Corp.), the modem will need to be procured from NAL or one of their resellers. To change to a satellite modem at this time would result in substantial additional costs to prepare new drawings and write/test new interface software. This could delay meeting the proposed schedule for the U.S. Tsunami Warning Program of which the Administration has stated, " the eyes of the Nation are upon us...". Some of these items may be available through GSA Federal Supply Schedules. Vendors are free to quote either GSA pricing; Open Market pricing; or a combination of both. The NAICS Code is 334513 and the small business size standard is 1000 employees. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. All quotes must be submitted by 4:00pm Central on Wednesday, March 31, 2010. Requested delivery date is April 16, 2010, and NDBC plans to award on April 1, 2010.
