Description
This is a combined/solicitation Request for Quotes for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is being issued as a Request For Quotes under RFQ10041. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular 2005-39. This acquisition will be processed under Simplified Acquisition Procedures and is not a Small Business set aside, but small, small disadvantage, minority, veteran owned, and HUD zone companies are encourage to submit quotes. The North American Industry Classification System (NAICS) code for this acquisitions is 541711 and the Small Business Size Standard is 500 employees. The National Institute of Allergy and Infectious Disease (NIAID) has a requirement to procure Professional Services and the purpose of this requirement is to recruit a Microbiology Technician to perform technical support for NIH. Providing technical support, and develop and perform a variety of assays with applications for infectious disease, and test in-house patient samples or samples obtained through collaboration with outside investigators. Perform PCR on DNA samples from blood, lymph node biopsies, muscle biopsies, and other tissues as needed. Screen oral wash, sputum, or bronchoalveolar lavage sample. Develop assays to quantitate mitochondrial DNA in clinical sample. Duties and Responsibilities included, but not limited to: setting up and routinely performing molecular tests for Pneumocystis pneumonia, tuberculosis, CMV, and EBV infection. Period of Performance will be from May 12, 2010 through May 11, 2011 estimated number of working hours of 1980. The following evaluation criteria will be used to evaluate offers: a) Price; b) Experience in Microbiology in Clinical Pathology Laboratory; c) years of Experience. The FOB Point shall be Destination, Bethesda, Maryland, 20892. The government will award a firm fixed price purchase order to the responsible contractor. All responses will be considered by the agency. FAR 52.245-2 Government Property (Fixed-Price Contracts). To be considered for an award, offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201 (a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at: www.ccr.gov/ prior to award during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
