- Description: This is a special notice of intent to award a contract extension on a sole source basis in accordance with FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements” to Honeywell Federal Manufacturing and Technologies, LLC for the management and operation of the Kansas City Plant (KCP) for up to a five-year period (from January 1, 2011 through December 31, 2015). The current contract may be viewed at the following web site: http://www.doeal.gov/mocd/indext.aspx. The applicable North American Industry Classification System (NAICS) code for this acquisition is 561210. The extension is being sought to minimize any impacts to the National Nuclear Security Administration (NNSA) Kansas City Plant (KCP) mission. KCP is undergoing a transformation that will continue beyond the current 10-year maximum term of the contract (2010), and changing to a new contractor during this time would be disruptive and could possibly cause critical non-nuclear production requirements to be missed. The transformation at KCP includes moving from the current methodology to a greater reliance on outsourcing for non-nuclear production, and transitioning to the new Kansas City Responsive Infrastructure, Manufacturing and Sourcing (KCRIMS) facility. Both of these activities are very complex in nature and continuity is essential. Transition to the proposed new facility, implementation of outsourcing, and continuation of on-going Life Extension Programs will be a significant challenge to a stable, high performing contractor. This is an extensive effort that requires the identification and development/qualification of additional vendors to make very precise parts with very stringent quality requirements and meet critical production schedules. Ongoing engineering and development efforts will be needed to prove vendor capabilities and qualify vendors. Relocation and start-up of equipment and processes at the new facility is essential to be positioned to meet current and projected nuclear weapon program requirements on a demanding production schedule. It is essential to have continuity during this move to avoid production disruption for this major activity. It is neither a request for proposal nor a solicitation for offers. No contract will be awarded on the basis of offers received in response to this notice.
