- The National Highway Traffic Safety Administration (NHTSA) is an agency in the United States Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries, and reduce economic costs associated with motor vehicle crashes. To accomplish this, NHTSA collects and analyzes motor vehicle crash data and develops, promotes, and implements educational programs, vehicle safety standards, research, and enforcement programs. The purpose of this requirement is to provide the Offices with storage space that will enable the Offices to complete their mission by retaining evidentiary material for the regulated retention period. The Offices require a contractor to furnish the necessary personnel, facilities, materials, and services to provide storage, packaging, inventory control, disposal, and transportation services. These services are required for the handling and secured storage of investigatory evidentiary items and documents, conformity evidentiary for imported vehicles, archival records and other items or documents identified by the Offices. The specific tasks for this requirement are to (1) Pickup and Delivery Services, ( 2) Notice of Receipt (storage Items), (3) Boxes, (4) Inventory Report, (5) Shredding and (6) Record Transaction. This requirement is 100% Set-Aside for HUBZone Small Business. The NAICS Code is 493110 and the small business size standard is 25.5 million. Contractors must be registered in the Central Contractor Registration Database located at http://www.ccr.gov, and must complete electronic representations and certification on the ORCA database located at http://orca.bpn.gov to be considered for contract award. It is the Government's intent to award a Time and Material Labor Hour type contract resulting from the solicitation, with or without discussions, to the responsible offeror whose proposal, conforming to the solicitation, is most advantageous to the Government based on the evaluation factors contained in the solicitation. It is the Offeror's responsibility to monitor the FedBizOpps Internet site for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. The estimated date for release of the solicitation is on or about April 27, 2010. Period of Performance: Two (2) year base period plus three (3) one-year option year periods Contract Award: NHTSA intends to issue a full and open, competitive Request for Proposals (RFP) with the intention of awarding a Time and Material Labor Hour type contract for a performance period of Two (2) year base periods plus three (3) on-year option year periods. All questions regarding this posting must be submitted in writing via e-mail to NHTSAOAM@dot.gov no later than May 12, 2010. The anticipated award date for this resultant contract is expected on or about June 30, 2010.
